04-14-09 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, APRIL 14, 2009 MINUTES Call to Order -Mayor Harding called the Meeting to Order at 7:00 pm. 2. Roll Call -Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. 3. Agenda Approval 9-030 MOTION BY PAT FETTERLY APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations Mayor Harding read from the April Arbor Month Proclamation urging citizens to support efforts to promote the well-being of this and future generations by caring for our woodlands and planting trees. 5. Public Comment- There was no comment from those in attendance. 6. Consent Agenda a. Regular Meeting Minutes of March 24, 2009 b. Payables Checks 50716-50818, totaling $325,709.47 c. Payroll Checks 50638-50656, totaling $153,745.05 d. YCP, Brandon, National Day of Prayer, May 7, 2009, 11 am-2pm, #10-50 CMP, Washington Wedding, August 1, 2009, noon, #80 9-031 MOTION BY PAT FETTERLY APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings- none scheduled 8. New Business a. Resolution No. 495 Setting a Date and Time for the Hearing on Killion Road Local Improvement District Assessment Roll. Grant Beck provided a staff report on the progress of the Killion Road Local Improvement District including the assessments and schedule. Final costs have been fixed and the improvements have been completed. This Resolution would set the date and time for the Hearing on May 11, 2009 with the Hearing Examiner and those property owner affected by the assessment. At that time, any objections could be heard for consideration. Council will be presented with the final assessment for consideration at the following Council meeting to form the final L.I.D. with payment to begin in September 2010. 9-032 MOTION BY BOB ISOM APPROVING RESOLUTION NO. 495 CALLING FOR A PUBLIC HEARING ON THE FINAL ASSESSMENT ROLL OF THE KILLION ROAD LOCAL IMPROVEMENT DISTRICT FOR MAY 11, 2009 AT 6:00 PM IN THE CITY COUNCIL CHAMBER OF THE PUBLIC SAFETY BUILDING. Mayor and City Council Reports Councilmember McGowan met with the HOME Consortium sub-committee where they continue to work on funding for housing in the rural areas. Councilmember Thompson attended the Chamber Forum where Mayor Harding spoke to the attendees about the water rates. Mayor Harding remarked that the Chamber Forum venue was an outreach to the public regarding the water rates. 11. Executive Sessions -none scheduled. 12. Correspondence provided for review included channel changes from Comcast. 13.
