Call to Order -Mayor Harding called the Meeting to Order at 7:00 pm.
2. Roll Call -Present: Joe Baker, Bob Isom, John Thompson and Russ
Hendrickson. Excused: Pat Fetterly, Mike McGowan and Don Miller.
3. Agenda Approval
9-033 MOTION BY JOE BAKER APPROVING THE AGENDA AS
PRESENTED. CARRIED.
4. Special Presentations
a. Proclamation Bicycle Commuter Month -Mayor Harding read the
Proclamation Bicycle Commuter Month for May 2009. Duncan Green
accepted the Proclamation and thanked the Mayor and Council. Mr.
Green is the coordinator for the Thurston Transit Bicycle Commuter
Contest for 2009. This is the 22"d year of the contest.
b. Yelm Timberland Library 2008 Annual Report was given by Jeanette
Burnham. In 2008 the library registered almost 2,000 new cardholders,
bringing the total to 21,185 compared to the 2002 total of 13,903.
Thanks were given to the Friends of the Yelm Library for their donation
of children's books to be given as prizes to those who finish the annual
Summer Reading Program. The Mayor recognized the Yelm Library
Advisory Board members and thanked them for their service. Starting
June 1, 2009 the Library will have revised hours and be closed on
Sundays and Mondays.

AS PRESENTED. CARRIED.
7. Public Hearing - Yelm Comprehensive Plan Update -Mayor
Harding opened the public hearing at 7:15 pm. Tami Merriman
explained that the Growth Management Act requires that the City's
Comprehensive Plan be reviewed every seven years and if needed,
revise the plan to ensure that it is still consistent with the policies of the
Act. The City's population figures currently do not match the Thurston

County's figures that were used to substantiate the Market Factor
numbers for Yelm. The proposed updates would bring both plans into
compliance with the Western Washington Growth Hearings Board. The
Yelm Planning Commission has reviewed the proposed amendments
and has undertaken a significant public participation program and
recommends that the Council adopt Ordinance Number 904 which
includes the proposed plan amendments. Hearing no public comments
the Mayor closed the public hearing at 7:18 pm.
8. New Business
a. Ordinance No. 904 Amending Yelm Comprehensive Plan
to bring it consistent with the policies of the Growth Management and
Thurston County's plan.

AMENDING THE YELM COMPREHENSIVE PLAN CONSISTENT
WITH THE POLICIES OF THE GROWTH MANAGEMENT ACT.
CARRIED.
b. Killion Road Local Improvement District Phase One Project -
Completion and Release Retainage to SCI, LLC -Grant Beck
reported that Phase 1 of the Killion Road project is complete and
should be closed out and the retainage amount released to the
contractor. All punch list items have been completed and the City has
accepted the project as being final.
9-036 MOTION BY JOE BAKER ACCEPTING PHASE 1 OF THE KILLION
ROAD LOCAL IMPROVEMENT DISTRICT PROJECT AS COMPLETE
AND AUTHORIZE STAFF TO RELEASE RETAINAGE TO SCI, LLC
IN THE AMOUNT OF $95,530.76 UPON RECEIPT OF ALL
REQUIRED PROJECT DOCUMENTATION. CARRIED.
c~ Neighborhood Stabilization Program-Down Payment Assistance
Plan Agreement between the City of Yelm and the Housing
Authority of Thurston County. Cindy Teixeira explained that the
Housing Authority of Thurston County needs the sub-recipient
agreement approved, in order to move forward. The Housing Authority
of Thurston County is aware of the timeline to obligate the money by
September 20, 2010 and of all the conditions to which recipients of the
Neighborhood Stabilization Program funds must comply. A waiting list
has been growing and presently contains 11 households interested in
the program.

MAYOR HARDING TO SIGN THE NEIGHBORHOOD
STABILIZATION PROGRAM SUB-RECIPIENT AGREEMENT WITH
THE HOUSING AUTHORITY OF THURSTON COUNTY FOR
ADMINISTRATION OF THE COUNCIL-APPROVED
NEIGHBORHOOD STABILIZATION PLAN.

10. Mayor and City Council Reports
Councilmember Baker attended the Yelm Adult Community Center
retreat on April 17 from 8:30 to 4:30 pm. He also attended the Intercity
Transit Board meeting.
Councilmember Isom attended the Home and Garden Show at the
Yelm High School over the weekend and commended staff for working
the City's booth and answering all kinds of questions from the public.
Councilmember Thompson attended the Regional Fire Authority
meeting where changes to the plan were discussed.
Mayor Harding received an email from Thurston County regarding the
Swine Flu. They are directing people to the Washington State
Department of Health. The Mayor also attended the Home and Garden
Show over the weekend and wanted to thank Cindy, Lori and Karen for
the excellent job they did at the City's booth. He also thanked the Police
Volunteers for helping out at the booth. The City received funding from
the State's Budget for the Phase 1 SR 510 Loop. The project will be put
out to bid in October by The Department of Transportation and
completed by the end of 2010. Funding for the Longmire Park
restrooms/concession stand project was allocated as well as funding for
the Prairie Line Trail; Burlington Northern Tacoma Rail line from Roy
which will be a big help to bring industrial service back to Yelm.
