01-10-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JANUARY 10, 2012, MINUTES Mayor Harding administered the Oath of Office to incoming Councilmembers; JW Foster and Ken Garmann. Councilmember Joe Baker was sworn in, returning for a second term. Call to Order — Mayor Harding called the Meeting to Order at 6:00 pm. 2. Roll Call — Present: JW Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. 3. Agenda Approval 12-01 MOTION BY APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations Evan Lundquist, Eagle Scout and Alexander Macias, Eagle Scout Mayor Harding presented Evan and Alexander with Community Recognition Award medals for their service in the community and accomplishment of reaching Eagle Scout. Evan and Alex reviewed what they did for their Eagle Scout projects and answered questions from the Mayor and Councilmembers about what is involved to obtain the Eagle status including working as the leader of the project. Evan's project group completed two metal bike racks at Cochrane Park. Alex refurbished the outside of the historic Lion's Club cabin. 5. Public Comment- there was no comment to the Mayor's call for comment. 6. Consent Agenda a. Minutes; Regular Meeting, December 27, 2011 b. Payables; 57252-57359 totaling $567,038.93 12-02 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings- none scheduled 8. New Business a. Ordinance No. 953 Amend YMC for Business Licensing and Occupational Permit. Janine Schnepf began by introducing the item that is brought back to Council at the request of Councilmember Isom. Mayor Harding introduced Katherine Haugen, Yelm resident and business owner of RediCab. Katherine reached out and met with Council to take another look at the proposed Ordinance to strengthen the application process for issuing occupational permits for those occupations that by their nature Page 1 of 3 present a heightened risk to the public. Felt the addition of the federal background check was important when employing taxi drivers and well as allowing drivers to apply for multiple cities at one time through the standardized application. 12-03 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 953 AMENDING BUSINESS LICENSE AND REGULATIONS, CHAPTER 5.02; REPEALING PEDDLERS CHAPTER 5.16; AND ADDING OCCUPATION PERMIT CHAPTER 5.03 TO THE YELM MUNICIPAL CODE TO ENACT REGULATION GOVERNING THE OPERATION OF CERTAIN OCCUPATIONS. CARRIED. 8b. Ordinance No. 954 Contract to Finance Police Vehicle Jennifer Hough presented Ordinance No. 954 as contract approval to realize savings by utilizing Washington State Finance Office financing for the purchase of 2 police vehicles. The City has used this financing in the past to keep quality vehicles on the road while spreading the cost out over 3 -year period. Specialized equipment to outfit the police cars was budgeted to be purchased outright. The Ordinance is one of the requirements to obtain the financing. 12-04 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 954 AUTHORIZING THE ACQUISITION OF 2 POLICE VEHICLES AND EXECUTION OF A FINANCING CONTRACT RELATING TO THE ACQUISITION OF SAID PERSONAL PROPERTY. CARRIED. 9. Old Business — none scheduled 10. Mayor and City Council Reports Councilmember Foster, sworn in earlier this evening, stated he is looking forward to adding reports in the future. Councilmember Baker attended Intercity Transit meeting. He reported from that meeting that local representatives were in attendance. They discussed the DASH, free bus service around the Olympia Capital during the Legislative sessions that has been in place for 7 years; twenty-five vans have been added to the vanpool and ridership on the transit line has increase from 2010 by 4.5 percent. Councilmember Isom asked Grant Beck to report from the Sustainable Thurston Task Force meeting, as he was unable to attend. Grant reported that findings from the subcommittee white papers are available on-line. In addition, reports from the Water panel including infrastructure, potable water, waste, reclaimed and storm water. Mayor Harding attended the State of the Schools address at the Chamber forum. The Mayor will address the State of the City at the Thurston Chamber and Yelm Chamber in February. Page 2 of 3 11. Executive Sessions - Mayor Harding announced at 6:35 pm that the Council would be going into Executive Session for 20 minutes to discuss litigation and 20 minutes to discuss real estate acquisition. Attorney Steve DiJulio was present by phone conference. Mayor reconvened the meeting at 7:30 12. Correspondence provided for review, included invitations to Thurston Energy Local Energy Convergence on Monday, January 30 and S.E. Regional Fire Authority Open House on January 19, 2012.
