01-24-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JANUARY 24, 2012 MINUTES 1. Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. J.W. Foster was excused. 3. Agenda Approval 12-05 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Anna Schlecht, Coordinator Thurston County Homeless Census stated that this Saturday there would be a canvassing of the Yelm area to locate homeless individuals or those in need. This is done annually to find out who is homeless and why they are homeless. They will be attending the Lord's Table weekly dinner on Saturday night hosted by the Crossroads Community Covenant Church at Four Corners. The last census showed that people in Yelm were four times more likely to homeless, based on job availability and affordable housing. One of the other indicators looked at was the free and reduced lunch rates in the public schools. Yelm has 40% of their students who received reduced or free lunches. She is asking for the Council's support, partnership, and involvement. The faith communities in Yelm do more per capita basis for their community members who are in need, than any other part of Thurston County. For a city the size of Yelm there are more food banks and clothing banks available than any other community. Their goal is to connect people in need with the resources available and use that information so that the Home Consortium representative can support funding decisions that bring resources back to Yelm. 5. CARRIED. 7. Public Hearing - none scheduled 8. New Business - a. Pavement Preservation Project, First Street to Rhoton Road, Gray & Osborne Contract Stephanie Ray stated the 2013 Fiscal Year call for projects from the Transportation Improvement Board (TIB) offered an opportunity to competitively compete through the Enhanced Pavement Preservation for Page 1 of 3 overlay money to help extend the asphalt life of failing roadways. Consideration for funding included functional classification, pavement condition, type of route, sidewalk maintenance and agency rating. The City's application scored 58 out of a possible 80 points. The cutoff point for funding was 37. On November 17, 2011, staff received notification from the Transportation Improvement Board (TIB) of its successful application for enhanced pavement preservation money in the amount of $180,641.00. The pavement preservation grant boundaries are from First Street to Rhoton Road (in front of the Public Works Facility). The scope of work identified in the grant application allows for a 2" asphalt overlay from First Street to Rhoton Road, as well new roadway channelization and striping and upgrades to all American with Disabilities Act (ADA) ramps that may not be currently compliant. The City's required match for this grant application is $20,071.00. The contract with Gray & Osborne includes both the design portion of the project as well the construction management. The project is proposed to be paid from Fund 102 Arterial Streets. The Transportation Improvement Board's portion of the engineering services covered is $18,000.00. The remaining balance of $14,111 would come from the local city match of $20,071. The remaining local match will be requested at the time of bid award. 12-07 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH GRAY & OSBORNE, INC. IN THE AMOUNT OF $32,111 FOR ENGINEERING SERVICES RELATED TO THE CITY'S PAVEMENT PRESERVATION PROJECT FIRST STREET TO RHOTON ROAD. CARRIED. b. Mosman Realignment Project Stephanie Ray explained the 2013 Fiscal Year call for projects from the Transportation Improvement Board offered an opportunity to competitively compete through the Urban Arterial Program for grant funding to realign Mosman Avenue/SR 507. This was the first grant application submitted by Yelm under new Urban Arterial program for cities with a population above 5,000. Out of 106 applications submitted only 11 received funding. On November 17, 2011, staff received notification from the Transportation Improvement Board (TIB) of its successful application for funding in the amount of $990,501.00The grant application included improvements for the realignment of Mosman and SR 507 with a signalized intersection; adding left turn lanes; new sidewalks; street lighting; storm drainage, and an improved crossing to the Yelm Chehalis Trail. The project boundaries extend easterly along Mosman to 2nd Street and westerly along Mosman to Railroad. The realignment project also includes matching funds in the amount of $321,540.00. The matching funds for this project are included in the 2012 Budget. 12-08 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH GRAY & OSBORNE, INC. IN THE AMOUNT OF $133,000.00 FOR ENGINEERING SERVICES RELATED TO THE CITY'S MOSMAN AVENUE REALIGNMENT PROJECT. CARRIED. Page 2 of 3 9. Old Business - None scheduled 10. Mayor and Council Initiatives Councilmember Isom praised City staff for the work they did during the bad storm last week. He also attended the Sustainable Thurston Task Force meeting. Councilmember McGowan reported there would be a Free Medical Clinic Forum on Wednesday, February 1, 2012, 7 pm at the Emanuel Lutheran Church located at 206 Third Street in Yelm. Councilmember Wood thanked the Nisqually Indian Tribe for their support during the storm. They donated food to the warming station at the Moose Lodge set up by The Red Cross for people in need during the power outage. Mayor Harding praised Puget Sound Energy for working long hard hours to restore power to citizens. He also thanked Councilmember Isom for helping him during the storm by delivering firewood and clearing driveways so people could get in and out. Mayor Harding witness many people in our community helping one another by loading groceries and shoveling snow. The City will learn from this experience. 11. EXECUTIVE SESSION - At 6:32 Mayor Harding announced a 10 minute Executive Session to discuss potential real estate acquisition (RCW 42.30.11013).
