02-14-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 14, 2012, MINUTES Call to Order — Mayor Harding called the Meeting to Order at 6:00 pm. 2. Roll Call — Present: JW Foster, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. Excused; Joe Baker 3. Agenda Approval 12-09 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations — none scheduled 5. Public Comment - 6. Consent Agenda a. Minutes or Regular Meeting, January 10, 2012 and January 24, 2012. b. Payables checks 57424-57571 totaling $506,864.41 12-10 MOTION BY TRACEY WOOD APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings- none scheduled 8. New Business City of Yelm/Timberland Regional Library Agreement for Building Operation and Maintenance. Shelly Badger reviewed the staff report for the agreement between the City of Yelm and the Yelm Timberland Library to continue library service for Yelm and the surrounding area. The Mayor and Shelly have been working with TRL and Prairie Park Holdings for the current space. An analysis was completed on the condition of the building and the City is moving forward to purchase the space currently housing the Library. Prior to the purchase, this agreement would assure the responsibilities of the Library and the City of Yelm. TRL provides $37,000 per year to the City through 2031, beginning in 2012 prorated for a 10 - month period, as well as security personnel, telephone and computer systems and library materials, furniture and shelving. The City of Yelm provides janitorial services, building operation and maintenance for the library space, utility fees and pest control. Brent Dille, City Attorney, has reviewed the agreement. Bond financing is scheduled for Council meeting in February to finalize purchase of the space. 12-11 MOTION BY BOB ISOM APPROVING THE INTERGOVERNMENTAL AGREEMENT FOR BUILDING OPERATIONS AND MAINTENANCE SERVICE BETWEEN THE CITY OF YELM AND TIMBERLAND REGIONAL LIBRARY FOR THE YELM TIMBERLAND LIBRARY. CARRIED. 9. Old Business — none scheduled 10. Mayor and City Council Reports Councilmember Foster attended AWC Elected Officials 2 -day training. h/ Page 1 of 2 Councilmember McGowan attended numerous meetings and events including; State of the City address at the Chamber of Commerce lunch, Lord's Table dinner as part of an information gathering event prior to the homeless census count, HOME Consortium meeting where they are taking steps to hire a Homeless Coordinator and public meeting regarding future of a free clinic in Yelm/Rainier area. Commented that this event was well attended by a well - organized group. Councilmember McGowan also commented on the passing of two local area councilmembers Ed Stanley from Tumwater and Richard Succow from Rainier who was also a member of the HOME Consortium. Councilmember Wood attended TComm meeting where they discussed next generation technology and the Transportation Policy Board meeting that included elections of chair and vice chair. Councilmember Garmann attended the AWC Elected Officials 2 -day training. Mayor Harding attended Thurston County Economic Development Council meeting introducing new members. Attended Investor's social with Yelm City Administrator. Cause and effect of the current Bills in the Legislature was the topic of the Mayor's Forum and passed on condolences for the passing of Tumwater's Councilmember Ed Stanley and Rainier's Councilmember Richard Succow. 11. Executive Sessions- none scheduled 12. Correspondence provided for review included: AWC training calendar, Municipal Research Winter Newsletter, announcement of upcoming events for Nisqually Land Trust and Thurston County Solid Waste Secondhand Safari.
