03-13-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, MARCH 13, 2012 MINUTES 1. Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: J.W. Foster, Joe Baker, Mike McGowan, Ken Garmann, Tracey Wood and Russ Hendrickson. Bob Isom was excused. 3. Agenda Approval 12-18 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Puget Sound Energy (PSE) Post -Storm Briefing - Casey Cochrane and Amy Tousley. Mr. Cochrane gave a power point presentation showing where the power comes from and how it gets to Yelm. Puget Sound Energy has over 118,500 Thurston County electric customers. The recent construction of the Yelm Substation has helped reduce the down time for outages. Since 2006, PSE has invested $70 million system -wide in the Tree Trimming Program, which has reduced the number of power outages. This is an ongoing program. During the January storm there were 38 tree/vegetation trimming crews in Thurston County. This storm was one of the biggest storms since 1972. Some of the challenges PSE faced in the January storms were historic ice and snow, repeated damage (snow/ice/wind), and dangerous working conditions. Councilmember Hendrickson thanked PSE and staff for the work they did to restore the power to Yelm. Mayor Harding stated that the City of Yelm and PSE had started coordinating before the storm for many different things including the staging area at the Wal-Mart parking lot. The Mayor received many positive comments about the amount of PSE trucks and staff working to get Yelm's power back on. Mr. Cochran stated they are committed to continuous improvements to serving this Community. 5. Public Comment. No comments from public. 6. Payables - Checks #57624 - #57733 Totaling $465,130.88. 12-19 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing - none scheduled 8. New Business - a. Interlocal Contract with H -GAC Buy Procurement Agency Tim Peterson explained the H -GAC Buy contract is an open-ended contract that can be discontinued at any time. There is no cost to join but would offer services for procurement process that are more efficient by establishing competitively priced contracts for goods and services. Executing an interlocal contract with H -GAC Buy for the procurement of equipment, would save the City money for items included in 2012 budget. H -GAC Buy is a nationwide, government procurement agency, which meets all state Page 1 of 3 statutes. City attorney, Brent Dille and Municipal Research Services Center has concurred. 12-20 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR RON HARDING TO SIGN AN INTERLOCAL CONTRACT (ILC) WITH H -GAC BUY FOR COOPERATIVE PURCHASING. CARRIED. b. Parametrix Scope of Work and Budget for Water Reclamation Plant Process Improvements Stephanie Ray explained since late fall/winter of 2010 the water reclamation facility has struggled to consistently produce class "A" reclaimed water. In the spring of 2011, the City engaged Brown and Caldwell to do a more detailed analysis of existing conditions and help establish consistent reclaimed water production. In December of 2011, short-term recommendations were brought forward to potentially improve reclaimed water reliability for the 2012 reclaimed water season. The proposed scope of work from Parametrix provides the necessary technical expertise and oversight of the short-term recommendations and provides the necessary technical memorandums from each effort to help determine the City's next steps in an effort to fully stabilize plant performance by June 30, 2012. 12-21 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH PARAMETRIX IN THE AMOUNT OF (SIXTY ONE THOUSAND FIVE HUNDRED TWENTY SEVEN DOLLARS THREE CENTS) $61,527.73 FOR ENGINEERING SERVICES RELATED TO THE WATER RECLAMATION PLANT PROCESS IMPROVEMENTS. CARRIED. 9. Old Business — None scheduled 10. Mayor and Council Initiatives Councilmember Baker attended Intercity Transit Board meeting. Councilmember McGowan attended the Thurston County HOME Consortium meeting where they are continuing to find a Homeless Coordinator for the County. Also obtained some preliminary numbers from the Thurston County Homeless Census. They are in the beginning stages for requesting federal funds for the program. Attended the Ground Breaking Ceremony for the 40 unit Salmon Run Apartments. This housing will be available for low income or disabled citizens. Councilmember Wood attended the Thurston County TComm 911 Admin Board meeting where the employee of the year was recognized, and Officers were elected and an alternate South County Rep was appointed. Councilmember Garmann attended one day of Yelm Municipal Court proceedings, which he found to be quite interesting. Councilmember Hendrickson attended the Salmon Run Ground Breaking. Also attended the Yelm Emergency Operations Board meeting and debriefed on the January storm. A meeting will be scheduled in April to meet with the cooperative Cities to discuss their ideas and get more organized. Mayor Harding attended the Mayor's Forum where discussion was held regarding a South County Storm Debriefing meeting. Page 2 of 3 11. EXECUTIVE SESSION - NONE SCHEDULED 12.
