03-27-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, MARCH 27, 2012 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: J.W. Foster, Joe Baker, Bob Isom, Mike McGowan, Ken Garmann, Tracey Wood and Russ Hendrickson. 3. Agenda Approval 12-22 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - -Yelm Police Department Reserve Officer of the Year Todd Stancil, Yelm Chief of Police announced Kevin Ray as the recipient of this first time recognition stating Kevin Ray started in the Reserve Program in 2003. In 2011, he gave over 330 hours of his time volunteering to the Police Department and the City of Yelm. This is outside of his regular employment as the Public Works Supervisor. Also in June 2011 Kevin tested, and passed the last step to earn level 3 status, which allows him to work solo and requires extensive training and a commitment of time on his part. Mr. Ray is always willing to assist the Police Department wherever needed with very little notice, is a tremendous team player, and is greatly appreciated by staff and the other Officers at the Police Department. To improve himself as a supervisor for public works and a Reserve Officer, Kevin attended college classes on his own time for report writing. Kevin volunteers to assist the reserve coordinator with monthly training activities as well as volunteering his time to assist training for full time officers when needed. Chief Stancil recognized Kevin Ray with a plaque with his nameplate as the first Reverse Officer of the Year, which will hang in the lobby of the Public Safety Building and a new nameplate added every year. Mayor Harding also presented and congratulated Kevin Ray with a plaque that he could take home. Yelm Police Department Officer of the Year Todd Stancil, Yelm Chief of Police announced Don Moody as the recipient of this first time recognition of Officer of the Year award. The recognition was unanimous among the supervisory staff of the Yelm Police Department based on a multitude of factors. Officer Moody consistently goes beyond his normal call of duty. He has also developed numerous positive relationships throughout the Yelm Community that not only aid in his efforts to effectively serve but to the benefit of the entire department. Officer Moody takes a personal interest in our area youth and gets to know each and everyone he has contact with and some of their families as well. Officer Moody's relationship with the public is extremely positive and serves well to bridge the gap between the department and the citizens we serve. For the past several years, Officer Moody has elected to work the graveyard shift so that he can serve as the football coach for Ridgeline Middle School. Officer Moody volunteers his time to help with the Emergency Vehicle Operations Course (EVOC) instructors on training day. He hopes to become an instructor in the future. Chief Stancil recognized Don Moody with a plaque with his nameplate as the first Officer of the Year, it will hang in the lobby of the Public Safety Building and a nameplate will be added every year. Page 1 of 4 2012 Arbor Day Proclamation Mayor Harding stated that Arbor Day has grown since the Community Development staff has taken over the event. He thanked them for the excellent job they do to organize this fun event. Mayor Harding read the Arbor Day Proclamation and invited everyone to attend on April 27, 2012 at 11:00 am at the Yelm City Park. This is the 16th year being a Tree City. Yelm Community Services (YCS) Update - Cindy Marchan Cecil, Executive Director of Yelm Community Services, introduced John Thompson, new member of the Board of Directors for Yelm Community Services (YCS). Ms. Cecil provided handouts to the Council and updated them on the different programs that Yelm Community Services provides for youth in our community. The Great Escapes Day Camp 2012 is a day camp for kids ages 7-12 and lasts for 10 weeks during the summer. The Day Camp program started in 1987 in Yelm City Park. They expect between 30-50 kids for the summer. Other youth activities include after school activities and Teen dances. The Yelm Community Services (YCS) will be applying to the Thurston County Homeless Consortium Funding for grants to make various improvements to the Yelm Community Services that will help improve the quality of life for people that need assistance. Some of the improvements include showers in the food bank restrooms, washers and dryers in the building, a canopy that extends along the front sidewalk of the food bank and thrift shop building, a canopy at the back of the food bank and thrift shop building, small storage building next to the dumpster for emergency supplies, wall heaters and a generator in the clubhouse at Krislen Apartments, rolling freezer and refrigerator to provide food bank food to WIC and other special needs populations (from the meeting rooms, and applying for Tenant -Based Rental Assistance and transitional rental units). Future plans include applying for funding for a portable building and develop the already purchased 4.5 acres on Cullen's Road to develop affordable housing. Ms. Cecil would like to encourage donating to the Yelm Community Services Thrift Shop. S. Public Comment. No comments from public. 6. Consent Agenda Minutes - March 13, 2012. NSP Property Management Agreement - Yelm Community Services Grant Beck stated the Housing and Economic Recovery Act of 2008 authorized the Washington State Department of Commerce, through the US Department of Housing and Urban Development (HUD) to create a "Neighborhood Stabilization Program" (NSP), in Washington State and provide funds to local jurisdictions in order to address the impact of abandoned and foreclosed homes in neighborhoods. The City of Yelm was awarded funds under the NSP program and entered into a contract with the Washington Department of Commerce to administer the grant. The City Council chose to use the funds to purchase three houses, which will be leased for a period of 15 years to families who meet certain Page 2 of 4 income limits, being 80% of the median income in Thurston County as determined by HUD. Rather than manage the homes itself, the Council requested qualifications for a qualified non-profit organization for the management of the rental units in February of 2011. Yelm Community Services (YCS) submitted the sole proposal for the City's review. The City Council authorized Mayor Harding and City staff to negotiate a property management agreement with Yelm Community Services based on the Councils determination that YCS was qualified to manage the properties. YCS will do all the screening and advertising for the rentals in the same way they do for the Krislen Apartments. There are specific guidelines from HUD. In consideration of managing the program, the City will deed two of the three homes to YCS at the end of the 15 -year agreement period. 12-24 MOTION BY BOB ISOM AUTHORIZING MAYOR RON HARDING TO SIGN A PROPERTY MANAGEMENT AGREEMENT WITH YELM COMMUNITY SERVICES TO PROVIDE PROPERTY MANAGEMENT SERVICES FOR A PERIOD OF FIFTEEN (15) YEARS. Mayor and Council Initiatives Councilmember Foster will be attending a three-hour meeting for the Thurston County Solid Waste Advisory Committee this Friday at South Puget Sound at their new Eco Friendly building. Also attended the Nisqually Land Trust Auction held at St. Martin's College last week. The President's award was given to the Natural Resources Conservation services, a federal agency started in 1934. About $800,000.00 dollars from this agency was channeled through the Nisqually Land Trust into projects this last year alone that have benefitted Yelm's watershed. Councilmember Baker attended Intercity Transit Board meeting where they are searching for a volunteers for the Citizen's Advisory Committee. Also attended the Yelm Adult Community Center meeting. Councilmember Isom reminded Council of the Study Session tomorrow night where there will be a briefing on Sustainable Thurston. Councilmember McGowan attended and spoke at the Yelm Rotary Breakfast meeting. Councilmember Wood attended the Transportation Policy Board meeting. Councilmember Garmann will be attending The Thurston County Law and Justice meeting on Thursday. Mayor Harding attended the Thurston County Economic Development Council meeting where Puget Sound Energy gave a presentation. The seniors at Yelm Adult Community Services invited Mayor Harding to participate in their lunch program, get more involved on the meals on wheels program, and understand the services they provide. Mayor Harding stated they are doing a fantastic job there. Volunteers serve lunch and take meals to people that have difficulties getting out of their homes.
