Foster, Joe Baker, Bob Isom, Mike McGowan, Ken Garmann, Tracey Wood and Russ Hendrickson. 3. Agenda Approval 12-25 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - -Proclamation - Bicycle Commuter Month - Duncan Green Duncan Green was unable to attend the meeting. Mayor Harding read the Bicycle Commuter Month Proclamation and encouraged all citizens to put forth their best effort to reduce single occupant motor vehicle trips to reduce air pollution, energy consumption and improve the general health and well-being of the community. YCP, Yelm Prairie Days, Lions Club June 21-24, 2012 (June 19-26 set up & clean up), open to the public. 12-26 MOTION BY BOB ISOM APPROVING THE CONSENT AGENDA AS PRESENTED WITH THE CONDITION THAT IF THE LIONS CLUB WOULD LIKE TO HAVE A BEER GARDEN THIS YEAR AT PRAIRIE DAYS, IT MUST COME BEFORE COUNCIL FOR APPROVAL. CARRIED. 7. Public Hearing - none scheduled 8. New Business - a. Resolution No. 531, 2012 Water Conservation Program - Commercial Irrigation Grant Beck stated the City Council adopted a water conservation program in 2010 that established a water budget for each water customer with an irrigation meter. The budget was based on the amount of water according to the Washington Irrigation Guide needed to maintain healthy and productive landscaping, or the customers use in 2009, whichever was less. This program was anticipated to reduce irrigation usage in half. The program was highly successful and water customers saved over 6.8 million gallons of water in 2010, we beyond the anticipated savings. The Council continued the program in 2011. The proposed 2012 water conservation program is identical to the original 2010 program with the exception that the water budgets will not be established by resolution of the Council, but rather by the Community Development Director. This increases the flexibility of the program to add new users and adjust budgets during the program season if needed. The total amount of water allocated for irrigation in 2012 includes approximately a 5% unallocated reserve for the purpose of adding new customers. The requested 2012 irrigation budget is 1,100,000 cubic feet (25.25 AF). Page 1 of 3 12-27 MOTION BY BOB ISOM ADOPTING RESOLUTION NO. 531 RESTRICTING THE USE OF WATER FOR IRRIGATION PURSUANT TO SECTION 13.04.97 YELM MUNICIPAL CODE AND ESTABLISHING POLICIES AND PROCEDURES FOR THE IMPLEMENTATION OF WATER CONSERVATION MEASURES IN 2012. CARRIED. b. Yelm Ave. W. Sidewalk Project Closeout Stephanie Ray stated in spring of 2011, the City received grant funding in the amount of $199,320 in federal surface transportation grant money to complete missing gaps sections of sidewalk; improve ADA access; and improve crosswalks and sidewalk frontage along Yelm Middle School. The City was also successful in obtaining an additional $22,000 in federal enhancement grant money for improvements in front of Yelm City Hall. The section of existing sidewalk from Edwards Street to Railway on the north and south side were not included in the project boundaries because they did not meet the criteria for the grant funds. October 11, 2011 Council approved the addition of these sections of sidewalk in a change order in the amount of $51,148.00. This brought the total project cost to $246,098.50. The City's total contribution to the project became $93,278.50 funded from the Arterial Street Fund (102). Henderson Partners were award the contract and began work on September 13, 2011. The project experienced a significant amount of vandalism and weather delays, however, in March of 2012; the City accepted the project as complete. The Washington State Department of Transportation accepted the project as complete and meeting all ADA requirements as of March 20, 2012. The final total project cost was $240,712.75, which was a minor project under run in the amount of $5,385.75. Mayor Harding praised Ms. Ray for a job well done and Councilmember Baker said it is some of the best improvements made by the City of Yelm. 12-28 MOTION BY ]OE BAKER AUTHORIZING STAFF TO RELEASE RETAINAGE TO HENDERSON PARTNERS UPON THE RECEIPT OF ALL REQUIRED AGENCY APPROVALS IN THE AMOUNT OF TWELVE THOUSAND THIRTY FIVE DOLLARS SIXTY FOUR CENTS ($12,035.64). CARRIED. c. Fadi's Bar and Grill Cabaret License Lori Mossman explained that the new owner of Fadi's Bar and Grill located at 15425 Mosman Ave. SW has applied for a Cabaret License. Any establishment serving alcoholic beverages as well as providing live music entertainment is required by the Yelm Municipal Code to apply for a Cabaret License and agree to the terms in the application (YMC 5.12.090). Police Chief Todd Stancil has reviewed and approved the application as well as the Washington State Liquor Control Board. 12-29 MOTION BY TRACEY WOOD APPROVING THE APPLICATION FROM REBECCA VARGAS TO OBTAIN A CABARET LICENSE FOR FADI'S BAR & GRILL LOCATED AT 15425 MOSMAN AVE. SW YELM, WA 98597. 9. Old Business — None scheduled 10. Mayor and Council Initiatives Councilmember Foster attended the Thurston County Solid Waste Advisory Committee (SWAC) meeting. Page 2 of 3 Councilmember Baker attended the Intercity Transit Board meeting where they decided to get rid of all their Ford trucks and purchase Chevrolets. In addition, the Advisory Committee is looking for someone from Yelm to be on the board. Councilmember Isom attended the Thurston Regional Planning Council where they amended some bylaws and upcoming projects. Also reminded Council of the upcoming Sustainable Thurston workshop on April 18, 2012 6-8 pm at the Yelm Public Safety Building. Councilmember McGowan attended the Thurston County HOME Consortium meeting were they discussed the funding federal and state funding cycles. Also reported that the Salmon Run Apartments currently has a waiting list for persons interested in renting the low-income units when they are complete. There will be more information to come on how to get on that list. Councilmember Wood attended the Yelm Transportation committee meeting where the Mosman Project and the Sidewalk Closeout were discussed. Mayor Harding attended the Thurston County Economic Development Council were Yelm Faith Harvest won non-profit of the year. Also attended the Yelm Finance Committee meeting, the Yelm Transportation Committee and the Thurston County Mayor's Forum. 11. EXECUTIVE SESSION - NONE SCHEDULED 12.
