04-24-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, APRIL 24, 2012 MINUTES 1. Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: J.W. Foster, Joe Baker, Bob Isom, Mike McGowan, Ken Garmann, Tracey Wood and Russ Hendrickson. 3. Agenda Approval 12-30 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Single -Use Plastic Carryout Bags - Terri Thomas, Thurston County Solid Waste Reduction Supervisor stated Thurston County residents use about 90 million plastic shopping bags each year. That figure is based on the low end of the estimated 350 to 500 bags the average American uses annually. Besides the energy and resources used to make bags, they affect our environment and wildlife and create a financial burden on retailers and governments. Plastic bags cannot be recycled in our commingled curbside recycling cart because they tangle in equipment at the sorting facility. Some residents put bags in their recycling even though our outreach materials say not to. This costs the recycling facility an extra $1000 per day. Ms. Thomas is attending Council and Community meetings to discuss issues and possible solutions related to the single use plastic bags. This information is for educational purposes only at this point. Thurston County Solid Waste encourages residents to use durable bags to prevent waste in the first place. Ms. Thomas left reusable bags for Council and staff. Council had many questions for Ms. Thomas regarding the environmental impact, use of biodegradable material and the number of people employed by manufacturing plastic. 5. Public Comment - Ed Hildreth introduced himself and his wife Elaine and stated he is a Tumwater City Councilmember and just wanted to meet the Mayor and Council. They came early and enjoyed dinner at a Yelm Restaurant. Mayor Harding thanked Councilmember Hildreth for coming to the meeting. 6. Consent Agenda Minutes - April 10, 2012. Payables - Checks #57912 - #57978 Totaling $157,914.74. 12-31 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing - None scheduled 8. New Business -None scheduled 9. Old Business - None scheduled 10. Mayor and Council Initiatives Page 1 of 2 Councilmember Foster attended the Thurston County Solid Waste Advisory Committee and reported a new Rainier composting facility will be opening in May. He will also be going to Southworth Elementary to participate in a garbage survey in hopes to reduce waste through composting and other programs. Also attended the very well attended Nisqually River Council meeting held at Wilcox Farms. Councilmember Baker attended Intercity Transit Board meeting and reported that the Transit Center in Olympia will be expanding by 12,000 square feet. Councilmember Isom attended the Sustainable Thurston meeting last Wednesday and stated it was well presented and attended. Councilmember Garmann concurred with Councilmember Isom regarding the Sustainable Thurston meeting. It was well managed and very productive. Councilmember Hendrickson attended interviews on Tuesday and Wednesday for the Wastewater Treatment Plant Operator. There were 15 candidates interviewed. The recommendations were sent to Mayor Harding for review. Also attended the Medic One meeting where there was a demonstration from SE Thurston County and Olympia on Basic Life Support and Advanced Life Support. Mayor Harding hosted a South County Emergency Management debrief from the January storms. Thurston County Emergency staff attended but the Thurston County Commissioners were not able to attend. 11. EXECUTIVE SESSION - Mayor Harding stated that due to the fact the City Attorney was not available for the meeting tonight that the Council Meeting will be continued until tomorrow. Attended a morning Lions Club Breakfast with Grant Beck. Mr. Beck talked about the Sustainable Thurston effort. 12-32 MOTION BY BOB ISOM TO GO INTO RECESS UNTIL WEDNESDAY, APRIL 25, 2012 AT 5:00.
