10-02-2018YELM CITY COUNCIL STUDY SESSION TUESDAY, 2018, OCTOBER 2, 2018 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Pro -Tem Wood called the meeting to order at 6:00 p.m. 2. Present: Councilmembers: Molly Carmody, Cody Colt, Tad Stillwell, Terry Kaminski and Joe DePinto. Absent: EJ Curry. Mayor Pro -Tem Tracey Wood. Staff present: City Administrator Michael Grayum, Community Development Director Grant Beck, Public Works Director Chad Bedlington, and City Clerk & HR Manager Lori Mossman. 3. a. ICI — Facilities IGA results Johnson Controls Local Government Sr. Account Manager Larry Owens and Project Manager Peter White updated the Council on the upcoming timeline and potential areas for Improvement. Their proposal describes a specific set of Energy Efficiency Measures (EEM) with associated guarantees of utility savings and performance, a proposed schedule, and a guaranteed maximum price for installation. 3. b. Salary Commission update Michael Grayum stated that we have received three applications for the Salary Commission applications. That is the minimum number of members for the Salary Commission. 4. Mayors Report S. Council Initiatives Councilmember Carmody explained the process of the upcoming Ad Valorem. Councilmember Carmody does not see the value of the subcommittee meetings. Councilmember Kaminski asked about the Small Cell Broadband and the Yelm Community Center Sunday rental schedule. Councilmember Stillwell would like to have a discussion with Timberland Regional Library about the current City Hall building. Councilmember Colt reported that the General Government committee will be updating the Protocol Manual soon. Councilmember DePinto would like to discuss Park fees.
