12-04-2018YELM CITY COUNCIL STUDY SESSION TUESDAY, DECEMBER 4, 2018 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmembers: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood and Terry Kaminski. Joe DePinto arrived at 6:15 p.m. Staff present: City Administrator Michael Grayum, Community Development Director Grant Beck, Police Chief Todd Stancil, Court Administrator Sonia Ramirez, Finance Director Joe Wolfe, Public Works Director Chad Bedlington, and City Clerk & HR Manager Lori Mossman. City Attorney Brent Dille was present for the Nisqually Jail Contract discussion. 3. a. 2019-2020 City of Yelm Biennial Budget discussion Finance Director Joe Wolfe gave an overview of the items the Finance Committee members wanted to change in the proposed budget. The changes have been Incorporated and the budget document will be brought to Council on December 11, 2018 for a final vote. 3. b. Jail Contract discussion Police Chief Todd Stencil, Court Administrator Sonia Ramirez and City Attorney Brent Dille handed out a draft copy of the contract and went through the proposed changes. This will come before Council on December 11, 2018 for a vote. 3. c. At 7:03 p.m. Council went Into a 20 minute Executive Session for the purpose of discussing the proposals made in Collective Bargaining negotiating sessions for AFSCME (RCW 42.30.140(4)(a & b)). Mayor Foster reconvened the meeting at 7:23 p.m. 4. Mayors Report Mayor Foster thanked staff for their hard work and dedication for making Christmas in the Park another huge success and thanked Mr. Doug's for their generous donation of food for the event. City Hall will be moving into the new location after the first of the year and will also have new software. The first ever Yelm Chanukah Menorah Lighting was held in the City Park on Monday, December 3, 2018 and was well attended. S. Council Initiatives Councilmember Carmody would like to see more volunteers for committees such as LTAC and the Salary Commission. Councilmember Stillwell agreed with Councilmember Carmody and added that he would like the Committee members to attend a Study Session to update Council before bringing it to a Regular Council meeting for a vote. Councilmember DePinto would like the recommendations from the LTAC Committee to be reviewed by Legal Counsel before brought to the Council for approval. Public Comment Sandra Manwiller, Co -Chair for Citizens for support of Yelm Schools updated Council on the upcoming activities related to the February School Bond. Francine Waters, Office Manager for Windermere Real Estate encouraged elected Officials to support youth activities in Yelm Schools. 5. Consent Agenda a. November 13, 2018 minutes 18-138 MOTION BY MOLLY CARMODY TO APPROVE THE CONSENT AGENDA AS PRESENTED. SECONDED BY JOE DEPINTO. 7-0, MOTION CARRIED. 6. New Business None scheduled 7. Old Business a. 2019-2020 Biennial Budget Ordinance -Continued Public Hearing No public testimony. Mayor Foster closed the Public Hearing at 6:21 pm. 18-139 MOTION BY JOE DEPINTO TO CONTINUE THE BUDGET ORDINANCE TO DECEMBER 11, 2018 AND WOULD LIKE THE BUDGET ORDINANCE TO BE PUT ON THE STUDY SESSION AGENDA FOR DECEMBER 4, 2018. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED. UPDATES — City Administrator Michael Grayum - • The Nisqually ]ail Contract is scheduled for discussion at the December 4, 2018 Study Session. • Water Reclamation Phase 1 is going well. • Christmas in the Park is this Saturday, December 1, 2018. • City Hall has modified hours of 9:00 am -4:30 pm so that staff can train on the new software and procedures. • The Water Rights presentation will be moved to January 8, 2019 Council meeting. 11-27-18 • The conceptual mitigation plan has been submitted to the Department of Ecology. Councilmember Curry attended the Yelm Public Safety Committee and reported the Yelm Community Schools will be holding multiple safety meetings for safety in the schools. Councilmember Curry congratulated Mayor Foster on his first new grandbaby. Councilmember Carmody attended the Nisqually River Council meeting. Councilmember Stillwell attended the Yelm Public Safety meeting and the South Thurston Economic Development Initiative (STEDI) on behalf of Councilmember DePinto. Councilmember Wood attended the Transportation Policy Board meeting and the TCOMM 911 meeting. Councilmember DePinto would like to create a Proclamation for the football team. Councilmember DePinto thanked Councilmember Stillwell for attending the STEDI meeting in his absence. Councilmember Kaminski volunteered at the "Gift of Gobble" handing out 100 meals and supported The Triad Theater by attending the play "Shrek". Mayor Foster attended the Thurston County Chamber of Commerce meeting, the South Sound Military and Community Partnership meeting, met with builders and biologists regarding the Gopher Issue, the annual city employees and volunteers luncheon "Thanksmas" will be December 14, 2018 from 12:00-1:30 pm. On Monday, December 3, 2018 at 5:30 pm, the 1n Annual Yelm Chanukah Menorah Lighting will take place. Executive Session - none scheduled 18-140 MOTION BY CODY COLT TO ADJOURN.
