Mayor Harding called the meeting to order at 6:00 p.m.

a. Resolution No. 533 Waiving Collection of Fire Impact Fee
Grant Beck addressed the Council to consider waiving the collection of fire impact
fees. In 2005, the City of Yelm contracted for fire protection services with the
Yelm Fire District. The Fire District prepared a Capital Facilities Plan and ways to
fund the plan, including the City of Yelm imposing impact fees for new
construction. Collection of impact fees was adopted and in 2008, the City entered
into an agreement with the District to purchase a fire engine to maintain levels of
service in the City. The Regional Fire Authority was formed in 2010 and the
boundaries of the RFA include the city limits and the surrounding county. City and
County property owners in the RFA now pay taxes directly to the Fire Authority at
the same rate for the same service. Grant noted that the City Code, which
authorizes the establishment of impact fees, would remain, and the Council could
re-establish a fire impact fee through adoption of an updated Capital Facilities
Plan by the RFA and the adoption of a resolution by City Council if needed at a
future date.

b. Contract with Puget Paving and Construction for $210,548 Pavement
Preservation Project from Vt Street to Rhoton Rd.
Stephanie Ray reviewed the staff report for the award of the contract with Puget
Paving and Construction for the City's pavement preservation project overlay
from First Street to Rhoton Rd. Bids were opened in June with a wide range of
bids submitted. Puget Paving was the low responsive bidder and met the

reference and licensing requirements. The City of Yelm was successful in receipt
of grant money from Transportation Improvement Board through 2013 Enhance
Pavement Preservation for overlay money to help extend the asphalt life of failing
roadways. The Yelm Transportation Committee approved an additional
enhancement at the corner of NP Rd and Rhoton Rd, which will realign the
intersection and provide additional traffic control that, was not eligible for TIB
reimbursement. The City requested additional contribution from TIB for any
eligible costs associated with the enhanced plan and was awarded additional
funds for a total of $207,737 with a local match by the City of $34,922.
Stephanie addressed Council questions. Crosswalks will be striped when unused
rail tracks and rail signage is removed. The wide range of bids is not uncommon
based on the formulas used by contractors.
12-43 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT WITH PUGET PAVING AND CONSTRUCTION, INC. IN THE
AMOUNT OF (TWO HUNDRED TEN THOUSAND FIVE HUNDRED FORTY
EIGHT DOLLARS) $210,548.00 FOR CONSTRUCTION SERVICES RELATED
TO THE CITY'S PAVEMENT PRESERVATION PROJECT 1ST STREET TO
RHOTON ROAD.
10. Mayor and Council Initiatives
Councilmember Foster attended the Thurston County Emergency Medical
Service Council as an alternate for Councilmember Hendrickson. Reported that the
Council failed, in his opinion, to take action on the RFA's request for ambulance
service and passed it on to the West Regional EMS Council who also took no
action. The application will now move to the Department of Health for their own
investigation without the recommendation from either regional action. The
meeting also included an updated demonstration on 'Hands Only CPR" standards.
Since the implementation of this hands only CPR, Thurston County continues to
rank best in nation for save rate, currently at 47% as compared to the national
average of 7%. Also toured the Silver Spring Yard Waste Recycle Center as part of
the SWAC meeting.
Councilmember Baker attended the Senior Center meeting where they voted in
their Board of Officers. Also reported filling the positions for the Citizen Advisory
Council at the meeting of Intercity Transit.
Councilmember Isom was unable to attend the Sustainability Thurston meeting
and asked Grant Beck to report. Grant attended the first meeting of the Task force
following the public comment and workshops to review the WSU survey results.
Reported that the roundtable discussion was productive and they are developing a
starting point for regional policy and planning to move forward. Councilmember
Isom reported that Thurston Regional Planning Council would be meeting in Yelm
on July 13- Mayor Harding will open the meeting. Recommended reading the
correspondence in the packet from Michael Johnson, Poly Bag LLC regarding the
opposing position on the plastic bag controversy.
Councilmember McGowan also found the letter interesting and recommended
being informed on balanced information. Recommend bringing discussion forward
at future study session. Attended Prairie Days parade, remarking that it is his
favorite parade that brings diverse groups in Yelm together.

Mayor Harding attended South Puget Sound Military Partnership meeting.
Roundtable exercise with representatives from cities, county, school districts,
library professionals and JBLM operations. Currently working from a Federal grant
for I-5 corridor study of conditions along the Base. Groups working as unified
front for future changes. Yelm community scored high in survey of military
personnel and what attributed to their quality of life. Copy of report at City Hall.
Attended retirement ceremony for Major General Miles, second in command at
JBLB. LTG Scaparrotti, Commander, and Joint Commander in Afghanistan,
reported successes as he will be moving on to new duty assignment. New
commanders will be reporting next week. Councilmember McGowan inquired
about a new squadron coming to JBLM. Councilmember Foster reported it is an air
squadron. Mayor attended the Prairie Days parade where he and Councilmember
Baker set record for distributing 90 pounds of candy. Councilmember Baker
recounted a story about the interaction with the kids along the parade route while
handing out candy.
Janine Schnepf, Wellness Coordinator, updated Council on the City of Yelm
WeIlCity Award and invited Council to participate in the newest Wellness
Campaign, GO. Councilmember Isom commended staff for their commitment to
participation. In addition to the personal benefits, the City is able to benefit from
the premium discount.

AWC congratulating City of Yelm for WeIlCity award achievement. Olympic Pipeline
Safety brochure and survey and email from Poly Bag LLC of Tacoma response to
efforts to ban plastic bags with bag the ban factsheet.
