WEDNESDAY, JULY 25, 2012 5:00 P.M.
Mayor Harding called the meeting to order at 5:00 p.m.
Present: Joe Baker, Bob Isom, Ken Garmann and Russ Hendrickson. Mike McGowan arrived
at 5:30 . Staff; Shelly Badger, Stephanie Ray, Grant Beck, Tami Merriman, Tim Peterson and
Jim Doty. Excused; J.W. Foster, Guests from Parametrix: David Kopchynski and Ryan
Johnstone.

4. Presentations
a. Reclaimed Water Short Term Improvements
Report on reclaimed water short-term improvements. Parametrix provided presentation on the
work they completed, beginning with the review of the process recommendations of Brown and
Caldwell, to produce reclaimed water by June 2012. WWTP was designed for 1 million gallons a
day, currently operating at 3 million gallon a day.
Outlined project primary goals; Review process recommendations, Maximize existing
infrastructure, Review current process operations.
Achievements; Reclaimed production began in May; treatment process stabilized and
production continues, achieved process optimization without significant capital outlay.
Report provided key project findings and next steps to optimize process in the Plant's current
state and analysis of capital improvements needed in the future.
Unified Development Code Update- Tami Merriman provided proposed modifications to the
YMC addressing the Building Design sections of the Code. Currently, the information is
scattered throughout the Code and 17 pages of the City of Yelm Design Guidelines. Handout
reduced Chapter to 3 pages. Next steps after discussing with Council will go to Planning
Commission for detail review and outreach to the real estate community, before bringing back to
Council.
C Update on Water Rights Related Projects, Shelly Badger provided handout on update to
Water Rights; Hearing before the Pollution Control Hearings Board scheduled for Dec 2012 in
response to motion for Summary Judgment filings, Water Right Conditions, Nisqually River
Basin/Yelm Creek, McAllister Springs, Woodland Creek Basin, Deschutes River, Mitigation
Project Funding, Water Rights Partnerships/Professional Services, and the next steps for water
rights acquisition.

6. Council Initiatives -
Bob Isom provided an update on Sustainable Thurston. Committees are currently working to
simplify their mission while proposing sustainable development in the County. Concerns were
expressed about the intent of the mission to control Thurston County growth through other
jurisdictions and without the voice of the population being heard. Discussed the value and cost if
mechanisms are already in place through Growth Management.
