07-24-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JULY 24, 2012 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Joe Baker, Mike McGowan, Bob Isom, Ken Garmann and Russ Hendrickson. Tracey Wood arrived at 6:07 p.m. Excused: J.W. Foster. 3. Agenda Approval 12-47 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Puget Sound Energy Rock the Bulb event on August 18 & 19, 2012 will be held in the parking lot of the Yelm Goodwill from 10 am -4 pm. Casey Cochrane and Farra Vargas stated Puget Sound Energy residential electric customers can exchange up to 15 incandescent bulbs for up to 15 free compact fluorescent light bulbs. CFL bulbs were handed out to Councilmembers and members of the audience. One CFL bulb uses 75% less energy than traditional incandescent lighting. If you replace five of your most used incandescent with CFL bulbs, you could save up to $65 a year in energy cost. PSE invited everyone to this family oriented event and stated there would be many fun things for the children to do as well. Nisqually Basin Cal Ripken All Stars -Team managers Troy and Chris introduced the team and stated this is their 10th year having the Cal Ripken organization and this is the 1st year they have a State Championship team. They will be leaving for Idaho and if they win their games there, they will go on to play in the World Series in Boston. The team is very excited. The Managers thanked the Mayor and Council for the use of Longmire Park. On behalf the City Council and himself, Mayor Harding stated that the team's hard work and efforts are greatly appreciated and presented each team member with a medal. 5. Public Comment - David W. Kinneor, Yelm resident, has been working on putting together the second annual Breast Cancer Benefit to be held in Yelm to raise funds to assist the people walking in the Susan G. Komen 3 day 60- mile walk that is held in Seattle in September. They have been to the City to request the road closure of 2nd Avenue from Yelm to Jefferson for their event on August 11, 2012. They were told there is not enough time to go through the process to have a road closure before their event. They are asking the Mayor and Council to close the requested road from 12:00 to 6:00 on August 11, 2012, so the hot rods and Harley Davidson's will have a place to park for people to view. The Mayor will get with staff and see if there is anything that can be done at this point and get back to them. 6. Consent Agenda Minutes - Regular meeting July 10, 2012. Page 1 of 2 10 Public Hearing - none scheduled New Business - none scheduled Old Business - none scheduled Mayor and Council Initiatives Councilmember Baker attended the Intercity Transit Board meeting where they discussed raising the rider fares. The Yelm Adult Community Center will be having some repairs done. Their financial status has improved. Councilmember Isom attended the Thurston Regional Planning Council (TRPC) meeting where an amendment was approved to increase construction funding for State Route 8 chip seal project, adopted the updated 2012 Countywide Population and Employment forecast and Mayor Harding gave a wonderful presentation on the projects that the City of Yelm has done with the money received from TRPC through grants. Councilmember Isom will be briefing Council on Sustainable Thurston at the Study Session on July 25, 2012. Councilmember Wood attended the Transportation Policy Board meeting and the TComm 911 Admin Board meeting. Councilmember Garmann attended the Thurston County Law and Justice where changes to the Countywide Law and Justice Charter were proposed. Discussion on an eight -point plan to help identify areas that need improvement in the overall operations of the Law and Justice System. Some of the proposed areas to improve on are communications to break the cycle of crime. Councilmember Hendrickson attended the Medic One meeting where the 2013 Budget was presented. TRCP will be conducting a study about possibly restructuring the Emergency Management System. Mayor Harding met with County Commissioner Cathy Wolfe regarding the Community Development Block Grant Entitlement Program. Mayor Harding attended the Family Fun Day last weekend in the City Park along with Councilmember Isom. It was a great event and well attended. 11. EXECUTIVE SESSION - At 6:40 pm, Mayor Harding announced that the Council would go into an Executive Session for approximately 30 minutes for discussing possible real estate acquisition. At 7:00 pm, Mayor Harding closed the Executive Session and reconvened the regular meeting. 12.
