08-29-12 Study SessionYELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, AUGUST 29, 2012, 5:00 P.M. Mayor Harding called the meeting to order at 5:00 p.m. Present; Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. Staff; Shelly Badger, Grant Beck and Gary Carlson 3. Agenda Approval 4. Presentations FEMA Floodplain Update Gary Carlson provided a draft ordinance for discussion, defining the updates to YMC Chapter 15.32 for Flood Damage Prevention as directed by FEMA, Code of Federal Regulations and participation in National Flood Insurance Program. Improved technology changes the floodplain boundaries. A map was provided of the previous floodplain boundary and the new boundary within the city limits and the urban growth area. Mayor recommended evaluation of costs of contracting a survey of Yelm. Magor Report 93r and Burnett Intersection — Grant Beck reported on potential projects to replace this one on the STIP. Item will be presented at future council meeting for consideration of keeping the STIP intact, removing this transportation project or replacing it with another. Masama Pocket Gopher. Shelly updated Council on the ongoing study of the pocket gopher by a local team in response to the federal study that moved to list the gopher on the endangered species list. CONCENSUS TO EXTEND SUPPORT TO LOCAL FISH AND WILDLIFE STUDIES. Proposition 1, Thurston Public Power Initiative on the ballot for PUD Commissioners to enter into the electric utility business currently provided by Puget Sound Energy. Both campaigns, for and against, have requested time with Council to discuss this proposed action. CONCENSUS TO HOLD PUBLIC HEARING AT THE NEXT COUNCIL MEETING TO HEAR BOTH SIDES AND PROVIDE TIME FOR THE PUBLIC TO COMMENT TO DETERMINE THE COUNCIL'S SUPPORT, OPPOSITION OR NEUTRALITY ON THIS PROPOSITION. Council Initiatives Mike McGowan reported from HOME Consortium Retreat Agenda, stating that they are working on procedures for distributing federal dollars. Ken Garmann reported that he seeing an increase in vandalism on the trail and that mile markers were destroyed or removed from trail. Mayor Harding responded that he has been working with Chief of Police on that issue. Volunteers have been recruited, with the aid of a donated golf cart, to patrol the trail.
