534 STIP AmendmentCITY OF YELM RESOLUTION NUMBER 534 AMENDING THE ADOPTED SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND ESTABLISHING A NEW TRANSPORTATION FACILITIES CHARGE BASED ON THE AMENDED STIP WHEREAS, Section RCW 35.77.010 RCW requires the adoption of a six year transportation improvement program (STIP); and WHEREAS, the adopted STIP has been updated annually by the City Council; and WHEREAS, the City Council adopted the 2012 -2018 STIP via Resolution 532 after a duly advertised public hearing held on July 10, 2012; and WHEREAS, at the time of adoption, the Council requested that the STIP be amended through the removal of the Y5A project, being the realignment of the intersection of Burnett Road /93rd Avenue and Yelm Avenue West (SR 510); and WHEREAS, Section 15.40.020 (B)(5) Yelm Municipal Code establishes an impact fee related to the transportation system; and WHEREAS, the fee is calculated based on the most current version of the Six Year Transportation Improvement Program (STIP); and WHEREAS, the Transportation Facilities Charge (TFC) is calculated by the following formula: TFC = (STIP x LP) x TG — BG TG TG —BT Where STIP is the total cost of all capacity related improvements on the Six Year Transportation Improvement Program, LP is the percentage local traffic (generated within the City of Yelm) represents of the total traffic at the intersection of 1 st Street and Yelm Avenue, TG is the total traffic growth (Peak PM), based on an annual growth rate applied to the base traffic count over the six year period covered by the latest STIP, BG is the background traffic growth (Peak PM), based on an annual growth rate applied to the base traffic count over the six year period covered by the latest STIP, excluding any new development, and BT is the baseline traffic (Peak PM) in the 1st year of the latest STIP; and Whereas, in 2012 the amended STIP equals $15,080,000, LP equals 37 %, TG equals 3,142 peak PM trips based on a total growth rate of 6 %, BG equals 2,494 peak PM trips based on a background growth rate of 2 %, and BT equals 2,215 peak PM trips; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm that the 2012 Six Year Transportation Improvement Program be amended by the removal of the Y5A project. NOW, THEREFORE, BE IT FURTHER RESOLOVED by the City Council of the City of Yelm that the Transportation Facility Charge is hereby adopted at $1,241 per new peak PM trip based on the amended 2012 Six Year Transportation Improvement Program and the TFC calculation adopted at Section 15.40.020 (B)(5) Yelm Municipal Code.
