09-26-12 Study SessionYELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, SEPTEMBER 26, 2012, 5:00 P.M. 1. The meeting was called to order at 5:00 p.m. 2. Present; Councilmembers: Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson, Joe Baker and JW Foster. Staff: Shelly Badger, Stephanie Ray. Guests: Jeff Morgan and Kate Green from Brown and Caldwell. 3. Agenda Approval 4. Presentations General Sewer Plan Kate Green and Jeff Morgan, Brown and Caldwell provided an overview of the General Sewer Plan related to the City's three separate systems: Collection, Water Reclamation Facility and the Reclaimed Water System, as well as their relations to the entire sewer system. Included in the plan is evaluation of the condition of existing facility, projecting future population and systems demands, alternatives to address system deficiencies and service of future demands. The overview also looked at determining monthly rates and connection charges required to support system operation and maintenance and fund systems improvements as well as reviewing the existing wastewater utility process and document changes to policies. Mosman Project Stephanie Ray provided an update on the Mosman intersection realignment project. WSDOT has approved the signalization of the intersection and design is underway. Next steps are to bring on a certified right-of-way agent to lead the right-of-way acquisition and meet the critical federal acquisition standards to maintain eligibility for future funding. Mayor's Report 6. Council Initiatives Sewer Rate Adjustment -Councilman Wood asked that staff research the possibility of a future code amendment, which allows the sewer rate (in the event of a water leak) to be adjusted for commercial accounts, which are charged based on their water consumption. Currently, the Yelm Municipal Code outlines a process for a water bill adjustment, upon following prescribed steps related to a water leak, however, the code does not address an adjustment for the increased sewer charges that result from the consumption associated with a leak. Dangerous Dog - Councilman Wood asked that staff look into a complaint regarding a potentially dangerous dog. Crosswalk Standard - Councilman McGowan asked if the City had a policy on where crosswalks were placed on city streets. He asked that staff provide more information at a future study session.
