10-23-12 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, OCTOBER 23, 2012 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: J.W. Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. 3. Agenda Approval 12-69 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - none scheduled 5. Public Comment - no comment 6. Consent Agenda Minutes - Regular Meeting October 9, 2012. Payables - Checks #59016 - #59096 Totaling $275,874.90. 12-70 MOTION BY BOB ISOM APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing - none scheduled 8. New Business - none scheduled 9. Old Business - none scheduled 10. Mayor and Council Initiatives Councilmember Foster attended the Thurston County Solid Waste Advisory Committee meeting and reported that the Solid Waste Plan that has been used by the City and County since 2009 has not been officially adopted. County staff failed to follow through with the process to adopt. Teri Thomas has offered to bring the plan before Council in a future study session. Councilmember Foster also attended the Thurston County Emergency Medical Services (EMS) meeting in Councilman Hendrickson's absence. The County Commissioners, on advisement from EMS, have contracted with Thurston Regional Planning Council (TRPC) to do a thorough review of the Thurston County medic system and bring forth recommended changes and improvements. Councilmember Foster reported that the Southeast Thurston Fire Authority was denied their ambulance transport application by the state. Councilmember Baker attended the Intercity Transit Board meeting and reported the new manager is leaving and fare rates are likely to increase on the fixed routes and dial a lift services. Councilmember Baker also attended the Yelm Adult Community Center meeting and stated that they were very happy about the City allowing them to put up their new lettering, calling the facility an Adult Center. Puget Sound Energy has offered to cover 50% of the lighting improvement costs to the building. The Senior Center thanked the City for advertising the Fall Festival October 26 & 27, 2012 on their electronic reader board at City Hall. Page 1 of 2 SUNNED Councilmember Isom attended the Sustainable Thurston meeting where they discussed implementation of some of the suggestions provided by the citizens. Councilmember McGowan did not attend any meetings but announced that the Thurston County HOME Consortium meeting will be one week later than usual in November because of the Veteran's Day holiday and the Timberland Regional Library Board will meet tomorrow at 7 pm at the Yelm Library. Councilmember Wood attended the Transportation Policy Board meeting and reported that they are getting started on updating the Regional Transportation Plan. Councilmember Woods also attended the TComm 911 Admin Board meeting where the preliminary budget was presented. Councilmember Garmann attended the Sheriffs Open House at the Yelm Middle School and heard discussion on the new County Jail. Councilmember Hendrickson thanked Councilmember Foster for attending the Medic One meeting in his absence. Mayor Harding stated staff is busy putting the preliminary budget together and will present it to the Council in November. REMINDER: Study Session for October 24, 2012 has been cancelled. 11.
