536 Sewer System Development ChargesCITY OF YELM RESOLUTION NUMBER 536 REPEALING RESOLUTIONS 380, 392, AND 406 RELATING TO SEWER CONNECTION FEES AND ESTABLISHING SEWER SYSTEM DEVELOPMENT CHARGES WHEREAS, Resolutions 380, 392, and 406 established fees for connection to the Yelm sewer system in the amount of $2,480 per Equivalent Residential Unit (ERU) for lots within the sewer local improvement district and $4,850 all other properties; and WHEREAS, the connection fees have increased at a rate of 2.8% per year since 2001 pursuant to the terms of Resolution 392; and WHEREAS, the City is currently updating its General Sewer Plan and, upon approval, will initiate a Capital Facilities Plan process which will identify future capital improvements needed; and WHEREAS, as part of the Capital Facilities Planning process, a re- evaluation of sewer rates and system development charges will be necessary; and WHEREAS, until such re- evaluation is completed, the Yelm City Council wishes to not raise the sewer connection fee pursuant to the terms of Resolution 392; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm, that 1. Resolution No. 380 of 1998, Resolution No. 392 of 1999, and Resolution No. 406 of 1998 are hereby repealed. 2. Sewer system development charges (SDC) are hereby established as follows: $6,219.40 per ERU for development outside local improvement district #1 $3,178.58 per ERU for properties inside local improvement district #1 3.
