WEDNESDAY, NOVEMBER 113,20112,4:30 P.M.
1. The meeting was called to order at 4:30 p.m.
2. Present; Councilmembers: JW Foster, Bob Isom, Joe Baker, Ken Garmann
and Russ Hendrickson. Mike McGowan arrived at 5:45 p.m.
Staff: Teresa Mattson, Janine Schnepf.

Mayor Harding presented his 2013 Preliminary Budget to Council, prepared by
new City Treasurer, Teresa Mattson, with a power point presentation and line
item detail.
Reviewed the following:
2013 General Fund revenue estimates: sales tax, property tax, real estate tax,
utility tax and B&O tax.
2013 expenditures supported by the General Fund; Library operating and
maintenance, GO Bond debt, Public Works debt payment, Public Safety
Building debt payment, School Resource Officer and Street Operating Fund.
Expenditures reflect operating at 2008 expenditures, increases to city operation
and maintenance, increased insurance premiums, maintaining contract
obligations, and cost of living increases applied.
Discussed new capital expenditures in Water Operating Fund, Water Reserve
Fund, Sewer Operating and Sewer Capital Reserve Fund.
Projects proposed; Yelm City Park Master Plan, Mosman intersection
realignment, Water Revenue Bond projects and Sewer Facilities Plan initiation
and short-term improvement, if needed.
Consensus to move forward with funding for City Park Master Plan from
Municipal Building Fund to take advantage of grant funding application
opportunity.
Council was provided with a Wastewater Rate comparison chart showing
average rate of surveyed utilities in Washington.
Meeting was adjourned at 6:00 pm
