Foster, Bob Isom, Mike McGowan, Tracey Wood, Russ Hendrickson and Ken Garmann. Excused: Joe Baker. 3. Agenda Approval 12-75 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. CARRIED. 7. Public Hearing - 2013 Budget (8a) 2013 Setting Ad Valorem Property Tax Rate (8b) S. New Business - a. Ordinance No. 961 - 2013 Budget Presentation Public Hearing Mayor Harding opened the Public Hearing at 6:02 pm. Shelly Badger gave an overview of the 2013 Preliminary Budget and stated, in light of the current state and national economic forecast, the $5.8 million dollar general fund budget reflects a conservative approach to revenue projections, as well as a thorough analysis of planned expenditures. It maintains current programs, contracts and levels of service provided to the community. Some highlights of the 2013 Budget include: the Yelm City Park Master Plan, Mosman intersection realignment - design completion and early stage of construction, efforts to obtain funding for phase 2 of the SR 510 Yelm Loop, SW Yelm Well 1A engineering of treatment system and reservoir; water rights mitigation projects associated with Deschutes River Farm and the Sewer Capital Facilities Plan. Mayor Harding continued the Public Hearing for the 2013 Budget to the December 11, 2012 City Council meeting to allow for public comment and adoption. b. Ordinance No. 960 - 2013 Setting Ad Valorem Property Tax Rate Public Hearing Mayor Harding opened the Public Hearing at 6:31. Teresa Mattson explained that in order to set the property tax rates they must be identified in the adopting ordinance both by the dollar and percentage increase amounts and certified with Thurston County by November 30, 2012. The assessed valuation of the City decreased approximately $40,626,766 over the previous year, therefore reducing one factor in the formula for determining the rate. The new levy rate will be $1.699845713806 per $1,000 of assessed valuation. This Page 1 of 3 levy rates includes a councilmanic reduction of 1% of City of Yelm property owners. Mayor Harding closed the Public Hearing at 6:34 pm. 12-77 MOTION BY BOB ISOM TO APPROVING ORDINANCE NO. 960 SETTING THE AMOUNT FIXED AS AD VALOREM FOR THE REGULAR LEVY OF PROPERTY TAX NECESSARY TO RAISE REVENUES FOR ESSENTIAL EXPENDITURES FOR THE CITY OF YELM FOR THE FISCAL YEAR 2013. CARRIED. c. Fee Agreement — Yelm City Park Master Plan Grant Beck explained that for years, the City has planned for the update and improvement of Yelm City Park, which functions as the centerpiece for community events as well as a daily use recreational facility. The Yelm Parks & Recreation Plan was updated in 2008 and identified an update to Yelm City Park as a priority for Yelm residents. Earlier in 2012, the City Council approved a bond measure to purchase space for the Yelm Timberland Library and to construct a community center. The preferred location of the community center is Yelm City Park. Through the initial planning stages of a community center building, it became apparent that to proceed with construction of any additional facilities at Yelm City Park, more specificity was needed regarding the update and improvement of Yelm City Park. A master plan process accomplishes this and will ensure that the construction of a community center fits with the future development potential of the park and the park space is used most effectively. The park currently collects stormwater from surrounding roadways, including First Street (SR 507). The proposed scope of work includes some engineering work to assess the stormwater issue and propose alternatives for the collection, detention, and treatment of stormwater in the future as the park develops. This is key to a master plan as it dictates the amount of usable area for buildings and active recreational features. City staff has been in negotiation with Arai Jackson Ellision Murakami, LLP regarding the project and has finalized the proposed fee agreement for City Council consideration. If approved, the project would be paid from Fund 302, the Municipal Building Fund, which is intended for projects of this nature and has sufficient funds to cover the expense. 12-78 MOTION BY MIKE MCGOWAN TO AUTHORIZING MAYOR HARDING TO SIGN A FEE AGREEMENT WITH ARAI JACKSON ELLISON MURAKAMI LLP IN THE AMOUNT NOT TO EXCEED $43,089.00 FOR DESIGN SERVICES TO DEVELOP A MASTER PLAN FOR YELM CITY PARK. CARRIED. d. Resolution No. 536 — Sewer System Development Charge Grant Beck stated the City of Yelm currently collects a connection fee (system development charge) for every new development served by the City's STEP sewer system. The purpose of this fee is to ensure new development pays its fair share of the construction of the sewer system and future capital improvements. Resolutions No. 380, 392 and 406, established the current fee. Resolution No. 392 contains an automatic inflator for the system development charge of 2.8%. In 2012, the City collected $6,219.40 per ERU for development outside the sewer local improvement district (LID #1) and $3,178.58 per ERU for properties inside LID #1. The City is currently updating the General Sewer Plan. Once the Plan has been approved, a Capital Facilities Plan is needed to identify future capital improvements and re-evaluate rates and system development charges. Until the Capital Facilities Plan is completed, the City Council should consider maintaining the sewer system development charge at its current level. Adoption of Resolution No. 536 would accomplish this by repealing the current system of annual inflation Page 2 of 3 of the sewer connection fee and hold the rates at $6,219.40 and $3,178.58 per ERU for development outside of and inside LID #1. 12-79 MOTION BY MIKE MCGOWAN APPROVING RESOLUTION NO. 536 REPEALING RESOLUTIONS 380, 392, AND 406 RELATING TO SEWER CONNECTION FEES AND ESTABLISING SEWER SYSTEM DEVELOPMENT CHARGES. CARRIED. 9. Old Business - none scheduled 10. Mayor and Council Initiatives 11 12 Councilmember Foster attended the Nisqually River Council meeting. Councilmember Isom attended the Sustainable Thurston meeting where the two main topics were water infrastructure and water quality. Councilmember McGowan attended the Thurston County HOME Consortium meeting where they discussed funding of cold weather shelters that are administered by the Salvation Army. A new youth shelter proposal was discussed that would be administered by Yelm Community Services and connected to their already existing program. Also announced that the Friends of the Library will have a booth at Christmas in the Park this weekend where children are offered free books that can be wrapped and given as a gift. Councilmember Garmann attended the Thurston County Law and Justice meeting in Lacey last week. When he arrived, he learned that the meeting had been cancelled due to a multi county bomb threat. Councilmember Hendrickson attended the Yelm City Park Master Plan meeting. Mayor Harding attended the Yelm City Park Master Plan meeting. Mayor Harding announced Christmas in the Park on December 1, 2012 at Yelm City Park. The City will have the free photos with Santa booth. Mayor Harding proposed a Special Study Session December 5, 2012 since there will only be December and no study session scheduled.
