SPECIAL MEETING DECEMBER STUDY SESSION
WEDNESDAY, DECEMBER 5, 2012, 5:00 P.M.
Call to Order at 5 p.m. Mayor Harding called a Special Meeting of the Council
to discuss issues before the Council prior to the last regular meeting of the year.

Water System, SW Yelm Well 1A Improvement Update Stephanie Ray and
Geoff Dillard, P.E., RH2 Engineering, Inc. Attachments: Staff Report, RH2
Engineering PSA and Scope of Work, Water System Balance Report
Stephanie Ray introduced Geoff Dillard from RH2 Engineering, Inc. and
provided information about RH2 Engineering, specialists in municipal water
system improvements with regional experience. Presentation continued with
handout of the PPT of the comprehensive proposed water system
improvements to include: bringing the new well on line and ready for service to
new and existing customers. Construction of water system improvement
includes pump for new well, chlorination and ph adjustment, filtration to remove
manganese, new reservoir and possible booster pumps and main line and
distribution line replacement. City of Yelm and RH2 Engineering propose
phased approach; pre -design, downtown water main improvements, final design
and construction, each broken down into tasks. Options were presented and
discussed for the design of reservoir and pump house stations.
b. 2012 Year-end Budget Amendment Teresa Mattson updated Council on the
2012 budget amendments required for year-end to actuals. Amendments to the
2012 Budget will affect the 2013 proposed budget that will be forward to Council
12-11-12. Handout provided.
