01-22-13 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JANUARY 22, 2013 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: J.W. Foster, Bob Isom, Tracey Wood, Ken Garmann and Russ Hendrickson. Excused: Joe Baker and Mike McGowan. 3. Agenda Approval 13-05 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - none scheduled 5. Public Comment - Kyle Phillips, Owner/Operator White Horse Tavern located at 107 Yelm Avenue E. Yelm, explained that between the City's Business & Occupation Tax, the Washington State Tax and Gambling Taxes that he is paying to the City, his business is barely surviving. Mr. Phillips stated that the Gambling Tax was established in the 1970's and asked that the 3% Gambling tax amount be lowered until the economy gets better. Mr. Phillips stated that the casinos have taken away approximately 90% of pull -tab business from area taverns. Mayor Harding stated he would look into the Gambling tax. 6. Consent Agenda Minutes - Regular Meeting January 8, 2013 Payables - Checks #59613 - #59692 Totaling $140,382.18. YCP, Olympic Australian Shepherd Club of America, April 6 & 7 and June 15 & 16, 2013, 8am-6pm, 30-40 people 13-06 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing - none scheduled 8. New Business - a. Yelm Animal Alliance 2013 Service Provider Agreement Shelly Badger explained that the City of Yelm entered into an arrangement in 2010 with Yelm Animal Alliance for the fostering and adoption of unclaimed dogs from the Yelm animal shelter. This arrangement was formalized in a service provider contract in February 2012, which terminated on December 31, 2012. In 2012, Yelm Animal Alliance provided fostering and adoption for 27 unclaimed dogs from the city's animal shelter. This is a valuable service to the community that Mayor Harding and staff support as an ongoing relationship. The agreement includes an annual administrative fee of $500.00 and $50.00 per dog (both fees are unchanged from 2012) fostered and/or adopted by the Yelm Animal Alliance. The 2013 Budget includes funding for this service. Brent Dille, the City's legal counsel and the Yelm Animal Alliance, has reviewed the agreement. 13-07 MOTION BY BOB ISOM APPROVING THE 2013 SERVICE PROVIDER AGREEMENT BETWEEN THE CITY OF YELM AND YELM ANIMAL ALLIANCE (YAA) FOR DOG FOSTERING AND ADOPTION SERVICES. CARRIED. Page 1 of 2 9. Old Business - none scheduled 10. Mayor and Council Initiatives Councilmember Wood attended the Transportation Policy Board meeting and reported on the upcoming elections. Councilmember Garmann attended the Thurston County Law and Justice meeting and reported there was discussion regarding mental health issues among inmates. Councilmember Garmann also attended the Washington State Auditor's Office Exit conference this afternoon at City Hall and stated the City of Yelm has not had any findings for 16 years. Councilmember Hendrickson attended the Yelm Parks Board meeting and will be bringing the ideas for the City Park Master Plan to council soon. Mayor Harding attended the Business Resources meeting and reported they are planning their annual retreat. 11. EXECUTIVE SESSION - none scheduled 12.
