8. New Business -
a. Ordinance No. 963 Amending Ordinance No. 918 to correct meter size
designation in 2010 Water Rate Table
Janine Schnepf explained there is a typographical error in the Yelm Municipal
Code, Section 13.04.250 (A) related to the meter size designation in the 2010
Water Rate Table. In March of 2010, the City of Yelm adopted Ordinance No. 918,
amending Ordinance No. 905 (07/09), establishing yearly increases to the
monthly water base and consumption rates for 2010-2015, based on meter size
for all consumers. When Ordinance No. 918 was drafted, the meter size
designations were transposed incorrectly from the previous table in Ordinance
No. 905.
13-08 MOTION BY MIKE MCGOWAN ADOPTING ORDINANCE NO. 963 AMENDING
ORDINANCE NO. 918, SECTION (A) OF CHAPTER 13.04.250 OF THE YELM
MUNICIPAL CODE, TO CORRECT METER SIZE DESIGNATIONS LISTED IN
THE 2010 WATER RATE TABLE. CARRIED.
b. Engineering Services Contract for 2013 Pavement Preservation Project
Stephanie Ray stated the 2014 Fiscal Year call for projects from the
Transportation Improvement Board offered an opportunity to competitively
compete through the Enhanced Pavement Preservation for overlay money to help
extend the asphalt life of failing roadways. Consideration for funding included
federal functional classification requirements, existing pavement condition, and
type of route, sidewalk maintenance and ADA compliance. On November 17,
2012, staff received notification from the Transportation Improvement Board
(TIB) of its successful application for enhanced pavement preservation money in
the amount of $423,190. The pavement preservation grant boundaries for 2013
include three separate projects: Bald Hills from SR 507 to the Thurston County

line; Cullens Road from SR 510 to Coates; and Burnett Road from SR 510 to the
510 Alternate Loop. The City's required match for this grant application is
$47,021. City staff has been negotiating with Gray & Osborne engineers
regarding the required the project engineering and has finalized the proposed
contract for council consideration. The contract is for both the design portion and
the construction management of project. The project will come out of fund 102
arterial streets and the required City match has been included in the 2013
budget.
13-09 MOTION BY JW FOSTER AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT WITH GRAY & OSBORNE, INC. IN THE AMOUNT OF (EIGHTY
SIX THOUSAND THREE HUNDRED SEVENTY SIX DOLLARS NO CENTS)
$86,376.00 FOR ENGINEERING SERVICES RELATED TO THE CITY'S 2013
PAVEMENT PRESERVATION PROJECT BALD HILLS ROAD; CULLENS ROAD;
BURNETT ROAD. CARRIED.
c. First St/Rhoton Road Closeout
Stephanie Ray explained that in November 2011 the City received an Enhanced
Pavement Preservation Grant from the Transportation Improvement Board in the
amount of $207,737. The pavement preservation grant boundaries are from 1St
Street to Rhoton Road (in front of the Public Works Facility). The scope of work
identified in the grant application allowed for a 2" asphalt overlay from 1st Street
to Rhoton Road as well as roadway channelization, striping and upgrades to all
non-compliant ADA ramps. The project was accepted as complete December 7,
2012 by the City of Yelm. The original contract price, including the attached
Change Order No. 1 is $225,096.57. Note that $2,981.00 of the overage is
recoverable cost due to private utility reimbursement and the $3,650.00 is
recoverable from the City street utility fund for work required as part of operation
and maintenance. The overages related directly to the project were $7,917.57.
The total project cost for the 1st Street/Rhoton Road overlay project including
engineering and the intersection modification at Rhoton Road and NP Road was
$257,207.57 and the City's contribution was $46,489.57.
13-10 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO
RELEASE RETAINAGE TO PUGET PAVING AND CONSTRUCTION, INC. IN
THE AMOUNT OF $11,254.83 (ELEVEN THOUSAND TWO HUNDRED FIFTY
FOUR DOLLARS EIGHTY THREE CENTS) FOR CONSTRUCTION SERVICES
RELATED TO THE CITY'S PAVEMENT PRESERVATION PROJECT 1ST STREET
TO RHOTON ROAD. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster attended the State of the City put on by the Chamber of
Commerce today. The City of Yelm is doing great according to the State of the
City address by the Mayor Harding.
Councilmember McGowan attended the Thurston County HOME Consortium
meeting where they elected officers for 2013 and discussed funding cycles and
sources. An update on the homeless point and time count was given.
Councilmember McGowan also attended the State of the City today and stated it
was an excellent presentation given by Mayor Harding. Highlight of the
presentation were the plans for the City Park -Community Center.

Councilmember Wood attended the Fifth Wednesday meeting in January where
they talked about local government stimulating jobs and the consequences of
Initiative I502. Councilmember Wood also attended the TComm 911 Admin Board
meeting where they talked about the narrow band project. Also attended the
Intercity Transit Board meeting to familiarize himself as the alternate member in
Councilmember Joe Bakers absence. Intercity Transit is in the process of hiring a
new General Manager and purchasing new computers.
Councilmember Hendrickson attended the State of the City address given by
Mayor Harding. Councilmember Hendrickson also attended the Yelm Emergency
Operation Board meeting and reported discussion was held on emergency
situations, it was well attended.
Mayor Pro Tem Isom attended the Thurston Regional Planning meeting where
they elected officers for 2013. Mayor Pro Tem Isom also attended the Sustainable
Thurston meeting. The main topic was economic development and a sustainable
economy in Thurston County. Grant Beck will be an alternative in the event that
Mayor Pro Tem Isom is unable to attend the Sustainable Thurston meetings.
