03-27-13 Study SessionYELM CITY COUNCIL STUDY SESSION WEDNESDAY, MARCH 27, 2013, 5:00 P.M. Call to Order at 5:05 p.m. Present: Joe Baker, Tracey Wood, Ken Garmann, Russ Hendrickson, Mike McGowan arrived at 5:35 p.m. Staff: Todd Stancil, Grant Beck, Jim Doty, Stephanie Ray and Ryan Johnstone, Parametrix. Mayor Harding arrived at 5:15 p.m. Excused: JW Foster. Agenda Approval. Item 4 b Public Safety Testing, was moved ahead of Reclaimed Water Capacity Analysis Update. 4 b. Public Safety Testing. Chief Stancil clarified the questions from previous study session; early termination of contract option, transfer of list if contract terminates and hiring of civil service positions only. 4 a. Reclaimed Water Capacity Analysis Update. Stephanie Ray and Ryan Johnstone reviewed analysis prepared by Parametrix. The analysis outlined the project scope for the capacity of the WWTP to process Class A reclaimed water; data collection and side stream analysis, model development, capacity analysis, discharge permit evaluation and standard operating procedure review. Detail was provided on each of the items including, providing varied scenarios for estimating years remaining before facility upgrades necessary. Also provided short term opportunities to extend SBR capacity. Mayor requested cost analysis of those short term opportunities. 4 c. YMC changes. Chief Stancil provided review of proposed changes to theYMC, as reviewed by City Attorney related to uniform controlled substance and paraphernalia possession to be in line with changes to state RCWs. There was active discussion. Council was directed to continue to review as the State also wades through the complexities of regulation and licensing. The same for possession, carrying and discharging of firearms, specifically in the parks, as brought forward by the Second Amendment Foundation to be brought in line with the state RCWs. 4 d. Yelm City Park Master Plan Update. Grant Beck distributed the draft design created by Arai Jackson of the proposed Master Plan surrounding a Community Center in City Park. The next steps will be in two phases: reach out by numerous venues, solicit comments from park users: public, realtors, civic and church groups to determine their thoughts on the proposed plan. Second phase; How will the project be funded? 4 e. Comprehensive Plan Update. Grant Beck reported that state statute requires Comp Plan to comply with the requirements of the Growth Management Act to be updated 2016. Community Development staff has been working on condensing the existing voluminous plan documents into a format that is easier to read and understand. There will be more updates to follow. 5. Mayor's Report; Reminder of the Sustainable Thurston meeting 5:30- 8 pm in Rainier. Nisqually 2 % committee loss inquiry: agreement expired, funds distributed differently. Update on water loss; Ryan Johnstone, Parametrix, is evaluating research already completed and making recommendations for further study to discover possible loss on supply or sales side. Nothing new to report on the TC plastic bag ban, except the Mayor has received calls from residents that did not support the ban.
