1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: Joe Baker, Bob Isom, Mike McGowan, Tracey Wood and Ken
Garmann. Excused: Russ Hendrickson and J.W. Foster.

8. New Business -
a. Interlocal Cooperative Agreement (ILA) for Thurston County Emergency
Management Council
Todd Stancil stated the previous Interlocal Cooperative Agreement (ILA) for
Thurston County Emergency Management Council expired in 2012. The purpose
of the ILA is to meet monthly with other participating members to ensure the
effective and economical preparation for, coordination of and carrying out of
emergency management functions; mitigation of, preparation for, response to,
coordination of and carrying out of disaster aid to victims suffering from injury or
damage resulting from emergencies or disasters caused by all hazard, whether
natural, technological or human caused, and; the provision of support for search
and rescue operations. The proposed ILA term is from March 2013 through 2017
with the option to extend the contract for an additional 5 -year period pending no
changes made to the language.

10. Mayor and Council Initiatives
Councilmember Baker attended the Intercity Transit Board meeting and
reported they are still in the process of trying to hire a General Manager.

Councilmember Isom attended the Thurston Regional Planning Council (TRPC)
meeting where Federal and State representatives a presentation on the Gopher
Habitat and Conservation Plan. The Director of Human Resources from Joint Base
Lewis McCord (JBLM) was also in attendance and reported on projected impacts to
our areas when the troops start returning. JBLM will not be downsizing but will see
an increase in people. A Community Needs Survey Report was recently distributed
stating that Yelm ranked extremely high in schools, housing and where people felt
the safest in their community. TRPC is on the fast track to get some projects
approved with federal funding and suggested that staff look into possible funding
for future projects. Mayor Harding and Shelly Badger stated staff is aware of the
opportunity and have actually starting working on grant applications.
Councilmember Isom also attended the Sustainable Thurston meeting where they
discussed return on investments.
Councilmember McGowan welcomed Joe Baker back from his absence on the
Council. Councilmember McGowan attended the Thurston County HOME
Consortium meeting and received a report from the Homeless Services
Coordinator and proposal to renew the contract, which will be finalized by the
County Commissioners. Also determined a review committee for the Home RFP,
which will be returned in a couple of weeks.
Councilmember Garmann will be taking a tour of the new jail facility Thursday.
Mayor Harding attended the Mayor's Forum last Friday and had open discussion
on CDBG program and the Consolidated Plan process.
