04-24-13 Study SessionYELM CITY COUNCIL STUDY SESSION WEDNESDAY, APRIL 24, 2013, 5:00 P.M. 1. Mayor Pro -tem Bob Isom called the meeting to order at 5:05 p.m. 2. Present: JW Foster, Bob Isom, Tracey Wood, Ken Garmann, Russ Hendrickson. Mike McGowan arrived at 5:12 p.m. Staff: Shelly Badger, Stephanie Ray, Grant Beck and Tami Merriman. Mayor Harding arrived at 5:10 pm 3. Agenda Approval. 4. General Project Update. Stephanie Ray provided an update on current projects in the City. Paving Preservation construction scheduled to begin August for SR507 at Bald Hills Rd to city limits; Burnett Rd to Loop; SR510 at Cullens to Coates. SW Well Project. Handout provided of a proposed site layout with reservoir, pump building, stormwater pond, backwash pond and road access provided. Analysis is ongoing to determine best filter preference for this well and water quality. Testing and review of options for processing filtering by-product was discussed as well as information about the pumping volumes and improved chlorine contact point for equal distribution. Water Distribution Line replacement upgrades to 10" pipe scheduled, multiple utilities included, construction in July and August for: Railroad at City Hall to Mosman, alley to Rice, across Yelm Ave to the Middle School parking lot. Additional water distribution line upgrade work scheduled for Stevens, Van Trump and Second Street. Cochrane Park draining pond and wetland cells for inspection and analysis of the rapid infiltration basin. Water Rights. Shelly Badger updated Council. 5. Yelm City Park Master Plan Update. How Did We Do on City Park Plan Survey? Grant Beck updated Council on the results of the survey that was mailed to 700 city residents, asking how the Plan met the wants of the community. The survey provided the park plan, the potential taxing costs including and opportunity for citizen comments. Grant provided cost projections for construction for expansion and improvements to Yelm City Park/Community Center, with comparables to other similar projects and the same for operation and maintenance. Shelly Badger reviewed the reports she provided for funding options for both the construction and operation and maintenance, including considering options to issue capital bonds in the full or partial amounts, issue of BAN (bond anticipation note), voted operations and maintenance levy, levy lid lift, and formation of park district and what would be required to pursue each of those options. Consensus to move forward with steps to submit to the voters authorizing the City to issue general obligation bond for portion of cost of expanding and improving the City Park.
