Roll Call Present: Joe Baker, Bob Isom, Tracey Wood, Ken Garmann and Russ Hendrickson. Excused: J.W. Foster and Mike McGowan. 3. Agenda Approval 13-38 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Proclamation May Bicycle Commuter Month -Duncan Green, Intercity Transit Mayor Harding read the proclamation and presented it to Duncan Green from Intercity Transit. Duncan Green thanked Mayor Harding and Council for proclaiming May as Bicycle Commuter Month in the City of Yelm and the ongoing support they have given over the years and the value of active travel options. There are many benefits to an active transportation lifestyle not only physically but it also reduces pollution, congestion and greenhouse gases. Intercity Transit Bicycle Commuter Contest (BCC) is a fun engaging community event that encourages Thurston County residents of all ages and abilities to try bicycling as a means of transportation. The BCC continues to grow, in 2012, there were 1,545 participants and over 120 thousand miles were logged on more than 14,000 commute trips. This reduced carbon dioxide emissions in Thurston County by 60 tons in one month. Port Commissioner Bill McGregor presents Port of Olympia's Small City Program Grant for $10,000 to the City of Yelm Bill McGregor thanked the Mayor and Council for the use of facilities for the Port of Olympia's Commissioners meeting. About three years ago the Port of Olympia instituted a Small Cities Program, which would provide some funding back to smaller cities that have a population less than 10,000, such as Yelm, Bucoda, Rainier and Tenino for economic development. For the last three years, the City of Yelm has submitted a request and it has gone before the Port Economic Development Council (EDC), which consists of the three Port Commissioners plus two citizens. The request is evaluated and awarded because it is economic development related. Commissioner McGregor is pleased to announce that the City of Yelm had been awarded $10,000 to assist in the construction of the Community Park. Mayor Harding accepted the check and thanked Commission McGregor and appreciates the partnership of the Port of Olympia through the Small Grants Program. The money received has greatly enhanced the Yelm community. 5. Public Comment - no comment 6. Public Hearing - none scheduled 8. New Business - a. Ordinance No. 971 -Budget Amendment 2013 Salary Schedule for Public Works Director Janine Schnepf explained that periodically salary ranges are reviewed to determine if the current range is competitive with other cities for retaining and attracting well-trained staff members. The City of Yelm is currently in the process of filling the vacant Public Works Director position. This position is responsible for a multitude of operations throughout the City. As the City has grown, so has the position requirement for an experienced, well-trained department head for the management of public works infrastructure and programs. After evaluating jurisdictions of similar staff size, population and operations, the proposed increase to the step range is recommended in order to be competitive in attracting and retaining a well-qualified candidate. 13-40 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 971 AMENDING THE 2013 BUDGET AND SALARY SCHEDULE FOR THE PUBLIC WORKS DIRECTOR POSITION. CARRIED. b. McKenzie Meadows Final Subdivision Tami Merriman stated that in 2006, the Yelm Hearing Examiner approved preliminary subdivision for the Cullens Road Subdivision (now known as McKenzie Meadows), a residential subdivision of 24 lots located on Cullens Road. Civil engineering plans for the subdivision were approved by the City on November 27, 2008, and the developer constructed the infrastructure in 2008 and 2009. The original applicant for the subdivision did not apply for final subdivision approval in 2006; the State Subdivision Act required a final subdivision be submitted within 5 years from the date of approval. That requirement was changed by the legislature to 9 years. The current owner has now completed all construction of the required infrastructure, and has filed a complete application for final subdivision. Public Works and the Community Development department has inspected and approved the requirements of preliminary approval. The water availability requirements have been met as well. In order to approve a final subdivision, the City Council must find that there will be adequate water available to serve the development at the time of demand, when building permits are issued. Permits may issue upon recording of the final subdivision with the County Auditor after approval by the City Council. Staff recommends that City Council approve the final subdivision of McKenzie Meadows. Councilmember Isom asked about connecting streets within the subdivision. 13-41 MOTION BY BOB ISOM APPROVING THE FINAL SUBDIVISION OF MCKENZIE MEADOWS (20050684). CARRIED. 9. Old Business - none scheduled 10. Mayor and Council Initiatives Councilmember Baker reported he spent six hours volunteering at the Yelm Adult Community Center cutting grass and doing yard work. Page 2 of 3 Councilmember Isom attended the Sustainable Thurston meeting and discussed stronger measures than in the past for bigger results for sustainability and better results for land use issues. Councilmember Isom announced he is unable to attend the next Council meeting and Study Session. Councilmember Wood attended the TComm 911 Admin Board meeting and discussed more updates on the narrow band project. Councilmember Wood also attended the Transportation Policy Board meeting where amendments were reviewed before recommendations could be made to the TRPC for the Regional Transportation Improvement Program as well as the Regional Transportation Plan. Councilmember Garmann reported he attended a fire in his neighborhood and the coordination between the Police, Fire and Public Works was awesome. Their efforts minimized the damage caused by the fire. Councilmember Garmann also attended the Chamber of Commerce Forum today. Mayor Harding attended the Chamber Forum with Councilmember Garmann and did a presentation on the proposed City Park Master Plan. 11. EXECUTIVE SESSION - none scheduled 12.
