RESOLUTION NO. 542
A RESOLUTION OF THE YELM CITY COUNCIL SETTING MAXIMUM INCOME LEVELS
TO QUALIFY FOR SENIOR CITIZEN AND PERMANENTLY DISABLED HEADS OF
HOUSEHOLD UTILITY RATE REDUCTION, UTILIZING THE METHODOLOGY
ESTABLISHED BY RESOLUTION 470.
WHEREAS, Resolution 470 established the methodology for setting income levels for senior citizens and
permanently disabled heads of household; and
WHEREAS, the rates used to calculate the qualifying income levels have been revised to current levels; and
WHEREAS, "Senior Citizen" is defined in the YMC Title 13, Sections 13.04.020 L. and 13.08.095 B. 4., as a
head of household over the age of 65 who is retired; and
WHEREAS, "Disabled Citizen" is defined in YMC Title 13, Sections 13.04.020 and 13.04.310, 13.10.060; and
WHEREAS, YMC Chapter 13.04.300 (Water Ordinance) includes a ready -to -serve charge exemption for
qualifying senior citizens and permanently disabled heads of households; and
WHEREAS, YMC Chapter 13.08.095 (Sewer Ordinance) rate tables specify sewer rates for qualifying senior
citizens and permanently disabled heads of households; and
WHEREAS, YMC Chapter 13.10.060 (Stormwater Ordinance) specifies a reduction percentage reduction to
senior citizens and permanently disabled heads of households; and
WHEREAS, Council has determined that the qualifying income level for reduced senior citizen and
permanently disabled heads of households utility rates should be determined by averaging the following
calculators and incorporating index adjustments annually to: 1) the current annual household income level
($35,000 2006-2013) as set by the Washington State Legislature for property tax relief; 2) 125% of the
current Federal Poverty Level, ($14,362.50 single/$19,387.50 couple in 2013); and 3) the Thurston County
very low-income figures as established by the U.S. Department of Housing and Urban Development ($27,100
single/$30,950 couple in 2013);
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES RESOLVE:
Section 1. The current maximum annual income for a single head of household qualifying
senior citizen or permanently disabled head of household shall be $25,488.
(Average of $35,000, $14,362.50 and $27,100)
Section 2. The current maximum annual income for a qualifying senior couple or couple
headed by a permanently disabled individual shall be $28,446.
(Average of $35,000, $19,387.50 and $30,950)
Section 3. The current maximum annual income for each additional qualifying senior or
disabled household member residing in the same household shall be one-half
(50%) of the senior couple amount. ($28,446/2 or $14,223)
