1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: JW Foster, Joe Baker, Bob Isom, Tracey Wood, Mike McGowan,
and Ken Garmann. Excused: Russ Hendrickson.

Ordinance No. 975, Community Center and City Park; Voted Bonds.
Shelly Badger presented a report on the election process for the Community
Center and Park Bond ballot authorization for the primary election August 6 and
the general election November 5. On May 7, 2013, Council adopted Ordinance
970 authorizing submission to the voters, a special election to be held at the
primary election August 6, 2013. That ordinance proposed to the voters an
obligation bond not to exceed $5,742,000 to improve and expand Yelm City Park
and construction of a community center. The primary election will be held
tomorrow. For the 2013 primary and general elections there are overlapping
deadlines. An ordinance for the general election must be approved by Council and
submitted to the County Auditor's Office no later than August 6, 2013, the day of
the primary election and prior to notice of passage before deadline has past. For
passage, the ballot measure must first be validated with a minimum of 40% of
those voters voting in the last general election and of those votes cast a
supermajority of 60% approval to pass the measure. Due to the possibility that
the primary measure may not be validated and second, if validated, the
supermajority is not achieved; Ordinance 975 is brought forward to Council.
Ordinance 975 authorizing to submit the same measure within the deadline of
August 6, for the November 5, 2013 general election. Amounts remain the same.
Section was added that if the primary measure does pass, this Ordinance will
become null and void and not be placed on ballot.
McGowan asked to clarify overlapping dates and ability to remove from general if
primary approved.
13-66 MOTION BY 30E BAKER ADOPTING ORDINANCE NO. 975, PROVIDING FOR
THE CONDITIONAL SUBMISSION TO THE VOTERS OF THE CITY AT THE
NOVEMBERS, 2013 GENERAL ELECTION, A PROPOSITION AUTHORIZING
THE CITY TO ISSUE ITS GENERAL OBLIGATION BONDS, FOR THE
PURPOSE OF EXPANDING AND IMPROVING YELM CITY PARK, IN THE
PRINCIPAL AMOUNT OF NO MORE THAN $5,742,000. CARRIED.

Councilmember Foster, reported that the Nisqually Land Trust received national
accreditation after an extensive 18 -month process. Now this local organization is
one of only 15% of Land Trusts in U.S. that has received this remarkable
achievement.
