1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: JW Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood,
Ken Garmann and Russ Hendrickson.

8. New Business -
a. Mountain Shadow Subdivision Alteration
Tami Merriman explained that Bob Benum has made an application to remove a
development note on Sheet 3 of 5 of the Mountain Shadow Subdivision that
requires shared driveway accesses for Lots 78/79 and 80/81 located at the
northwest corner of Canal Road and Wilkensen Road. The preliminary subdivision
was reviewed and approved with conditions by the Yelm Hearing Examiner in July
of 2005. The approval included findings and conclusions to assure appropriate
provisions for public health, safety, and general welfare, as well as a finding of
concurrency. The Yelm City Council approved the final subdivision, and it was
recorded in March of 2007. Prior to the final subdivision being recorded, the
shared driveway note was intended to be removed, as it was not a requirement
of the development approval. The removal of the construction note was
overlooked and recorded with the access restriction. Because the access
restriction does not serve any public use or interest, the City Council should
approve the proposed subdivision alteration.

MAYOR HARDING TO SIGN THE REVISED SUBDIVISION MAP. CARRIED.
b. Ordinance No. 976, 2013 Mid Year Budget Amendment
Teresa Mattson stated variations in both revenue and expenditure appropriations
occur throughout the budget year, creating the need for amendments to
rebalance the budget. The City of Yelm adopts the annual budget by department
level for the Current/General Fund and by fund level for all other funds. Expense
and revenue appropriations are amended to the extent needed to rebalance the
department/fund. The changes are included in Ordinance No. 976. Mayor Harding

clarified that even though Council had approved the projects at previous
meetings, a formal budget amendment was needed. Councilmember Wood
questioned the amount budgeted for new tiles at the Sewer plant. Shelly Badger
explained there was extensive damage caused by a water leak and the whole
floor had to be removed and replaced. Councilmember Wood would like to see
the budget presented in a comparison manner. Mayor Harding asked that future
budget amendments be presented with the changes compared to the previous
adopted budget for easier understanding.
13-70 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 976, AMENDING THE
2013 BUDGET BY APPROPRIATING FUNDS FOR 2013 CONTRACT
OBLIGATIONS, TRANSFERS, AND OTHER BUDGET ADJUSTMENTS; AND
AUTHORIZING THE ACCEPTANCE, DEPOSIT AND APPROPRIATION OF
MISCELLANEOUS DONATIONS, CONTRIBUTIONS, BOND PROCEEDS
AND/OR FEES. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster stated that all Councilmembers should receive an
emailed copy of the draft ordinance from Thurston County Solid Waste Advisory
Committee containing the language to be used in the model ordinance banning
plastic bags. The Board of County Commissioners has decided to adopt an
Ordinance this September that would ban plastic bag use in the county and are
asking Municipalities to use the same language if they are going to adopt an
Ordinance in their cities. Mayor Harding stated there are no plans to bring this
matter to a Study Session or Council meeting again due to the direction of the
Council.
Councilmember Isom attended the Sustainable Thurston meeting and reported
there was discussion on the RFP process and the allocation of funds and thanked
Grant Beck for attending the meeting. Mr. Beck will be making hard copies of the
Draft Plan for the Council to familiarize them, so they can make an informed
decision when this comes before Council. The Sustainable Thurston group will be
attending the September 25 Study Session.
Councilmember McGowan attended the Thurston County HOME Consortium
meeting and reported it was heavily attended due to the topic of discussion to
construct a low barrier shelter in Olympia. Yelm Community Services received
$21,000 for their shelter.
Councilmember Wood attended the TComm 911 Admin Board meeting and
reported the Deputy Director retired and there was discussion on the budget.
Mayor Harding attended the Business Resource Center meeting which is a
subcommittee of the Thurston County Economic Development Council and
discussed the mid -year budget and grants.
