978 Sewer Rates 2014-2017CITY OF YELM ORDINANCE NO. 978 AN ORDINANCE of the City Council of the City of Yelm amending Yelm Municipal Code, Chapter 13.08 related to sewer rates and declaring an effective date of January 1, 2014. WHEREAS, the City of Yelm ( "City ") is a non - charter code city located in Thurston County, Washington: and WHEREAS, the City has previously adopted a 1994 General Sewer Plan; and WHEREAS, the City has been working on an update of the 1994 General Sewer Plan: and WHEREAS, the updated General Sewer Plan is prepared in accordance with Washington State Administrative Code, Chapter 173 -240; and WHEREAS, the General Sewer Plan identifies the infrastructure improvements needed to provide consistent, reliable sewer service to existing and new customers within a 10 year planning horizon; and WHEREAS, the updated General Sewer Plan has been completed and submitted to the Washington State Department of Ecology for approval; and WHEREAS, the Washington State Department of Ecology approved the plan on August 22, 2013; and WHEREAS, the City Council adopted Resolution 544 on September 24, 2013 approving the 2013 General Sewer Plan; and WHEREAS, the City Council adopted Ordinance 933 establishing sewer rate increases for the years 2011, 2012 and 2013; and WHEREAS, the updated General Sewer Plan includes a financial analysis and rate recommendation which supports existing debt, operation and maintenance of the general sewer system, and new capital projects; and WHEREAS, the financial analysis included a recommendation for rate increases of four percent (4 %) in 2014, four percent (4 %) in 2015, four percent (4 %) in 2016 and three percent (3 %) in 2017. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1.
