982 AdValorem AmendmentCITY OF YELM ORDINANCE NO. 982 AN ORDINANCE OF THE CITY OF YELM AMENDING ORDINANCE 980 (11/12/13), SETTING THE AMOUNT FIXED AS AD VALOREM FOR THE REGULAR LEVY OF PROPERTY TAX NECESSARY TO RAISE REVENUES FOR ESSENTIAL EXPENDITURES FOR THE CITY OF YELM FOR THE FISCAL YEAR 2014 BY ADDING THE RCW REQUIREMENT TO RECORD THE ACTUAL LEVY AMOUNT AND PERCENTAGE INCREASE FROM THE PREVIOUS YEAR. WHEREAS, the City Council of the City of Yelm met and considered its budget for the calendar year 2014; and WHEREAS, a duly advertised public hearing to consider the 2013 regular property tax levy rate was held as part of the regular city council meeting on Tuesday, November 12, 2013; and WHEREAS the ordinance shall specifically state for each year the dollar increase and percentage change in the levy from the previous year. NOW THEREFORE, the City Council of the City of Yelm do ordain as follows: Section 1. The Yelm City Council determined that the City of Yelm requires a regular levy in the amount of $1,048,319.74 in order to discharge the expected expenses and obligations of the city. This amount is derived using the state - assessed property values, and amounts resulting from the addition of new construction improvements to property and includes a councilmanic reduction of 1 % from amounts authorized by law. Section 2. State Assessed Utility Value reported at $15,056,968. As required by RCW 84.55.120 to report, The City of Yelm actual levy amount from the previous year was $957,068.70. The dollar amount of the increase over the actual levy amount from the previous year shall be $91,251.04, which is a percentage increase of 9.53445 %. This increase is exclusive of additional revenue resulting from new construction improvements to property, any increase in the value of state assessed property, any annexations that have occurred and refunds made. Section 3. A Certified Budget request or estimate is filed with the County Legislative Authority, separate from this ordinance. As required by RCW 84.52.020, that filing certifies the total amount to be levied by the regular property tax levy on the Department of Revenue provided form for this purpose, REV 64 0100, "Levy Certification ". Certification is made in a manner prescribed by the County Legislative Authority. Ord 982, 2013 Page 1 of 2 Section 4. Effective Date: This ordinance shall become effective five days following passage, approval and publication as provided by law. Section 5. Severability. If any section, subsection, paragraph, sentence, clause, or phrase of this ordinance is declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the remaining portion of this ordinance.
