11-26-13 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, NOVEMBER 26, 2013 MINUTES 1. Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call Present: J. W. Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. 3. Agenda Approval 13-100 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Puget Sound Energy Update on Thurston 230kV Project Bryan McConaughy, Senior Local Government Affairs Representative updated Council on upcoming projects and completed projects in the Thurston County area. Since 2007, Puget Sound Energy (PSE) has invested $80 million in electric infrastructure and more than $100 million is planned over the next five years. Constructing 3.2 miles of 230kV bulk power lines and upgrade bulk power substation to improve electric reliability to be completed in 2014. There will be a Community meeting December 17, 2013, 4:30-7pm at the Southworth Elementary School. Over the past five years, PSE has donated more than $246,000 to Thurston County's charitable organizations without any cost to rate payers through our corporate giving program and the Puget Sound Energy Foundation. Members of PSE's employee volunteer program, TeamPSE have donated many hours of personal time and lots of energy to support the Thurston County community. In 2011, our Home Energy Lifeline Program (HELP) has provided $1.23 million to assist 3,400 eligible low-income customers in Thurston County pay their energy bills. They have also helped to raise $49,000 for the Salvation Army Warm Home Fund, helping 270 Thurston County families pay their energy bills. 5. Public Comment -no comment 6. Public Hearing -2014 City of Yelm Budget Mayor Harding opened the Public Hearing at 6:17. Shelly Badger gave an overview of the 2014 City of Yelm Budget. In light of the current state and national economic forecast, the $6.475 million dollar general fund budget reflects a conservative approach to revenue projections, as well as a thorough analysis of planned expenditures. It maintains current programs, contracts and levels of service provided to the community. Highlights of the 2014 Budget include: Future Community Center, Mosman intersection realignment construction, continued effort to obtain funding for Phase 2 of the SR 510 Yelm Loop, SW Yelm Well 1A - engineering of treatment system and reservoir; water Page 1 of 3 rights mitigation projects associated with Deschutes River Farm, AC water line replacement projects, Cochrane Park wetland rehabilitation and Sewer Capital Facilities Plan. 13-102 MOTION BY BOB ISOM TO CONTINUE THE PUBLIC HEARING TO THE DECEMBER 10TH CITY COUNCIL MEETING. CARRIED 8. New Business — a. Ordinance No. 983 — 2014 City of Yelm Budget — CONTINUED TO THE DECEMBER 10, 2013 MEETING. b. Ordinance No. 982 Ad Valorem Amendment 2014 Teresa Mattson stated a Public Hearing was held on November 12, 2013 to consider the setting of the amount fixed for the regular levy of property tax necessary to raise revenues for essential expenditures for the City of Yelm for the fiscal year 2014. Ordinance No. 980 was adopted for 2014 budget year for total levy amount of $1,048,319.74. The amount was derived using the state -assessed property values and includes a councilmanic reduction of 1% from amounts authorized by law. The Levy Certification was filed with the County Authority. When the Ordinance was reviewed by the County Authority, it was found to be missing the requirement to include the increases from the previous year's actual levy amount. Ordinance No. 982 amends Ordinance No. 980 to include the amount and percentage increases of $91,251.04, which is a 9.53445% from the previous year. 13-103 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 982 AMENDING ORDINANCE NO. 980 BY ADDING THE RCW REQUIREMENT TO RECORD THE ACTUAL LEVY AMOUNT AND PERCENTAGE INCREASE FROM THE PREVIOUS YEAR. CARRIED. 10. Mayor and Council Initiatives Councilmember Foster attended the Nisqually River Council meeting and reported that the Nisqually Land Trust has received the top award from the Thurston Conservation District to help purchase conservation easements along the river adding another almost three miles of shoreline to the protected shoreline within the Yelm area. The fishing weir yielded very high numbers of pink salmon and an estimated 600,000 returned to spawn. Councilmember Foster also attended the Thurston County Solid Waste Advisory Committee meeting. Councilmember Baker attended the Yelm Adult Community Center meeting. Councilmember also attended the Intercity Transit Board meeting and reported there was discussion to expand routes to urban areas. Councilmember Isom attended the Senate Transportation Hearing in Olympia. Councilmember Isom testified on behalf of the proposed Transportation Plan, which includes addition funding for the SR510 Loop. There will be a TRPC meeting next week when the final vote will be taken on the Draft Sustainable Thurston Plan. Councilmember McGowan attended the Thurston County HOME Consortium meeting and received an update on the Peoples House Shelter, which will not be ready for the winter season. There will be winter shelters provided at various Page 2of3 locations for those in need. The Salvation Army will continue to do an emergency cold weather shelter. Also following up on items discussed in October at the Retreat. There will be a Homeless Connect event at the Olympia Community Center on December 7, 2013 8am-6pm. The Annual reports from the Consortium are now available. Councilmember Garmann attended the Thurston County Law and Justice Committee meeting where there was discussion of the increased use of heroin and meth in the community. Mayor Harding attended the Thurston County Economic Development Council where they wrapped up the budget for the year and discussed projections for 2014. The Business Resource Center received a grant to provide assistance with women owned businesses. Also discussed were the success of the STEDI program and its future. 11.
