1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: J. W. Foster, Joe Baker, Bob Isom, Mike McGowan, Ken
Garmann and Russ Hendrickson.
14-018 MOTION BY 7W FOSTER EXCUSING COUNCILMEMBER TRACEY WOOD
FROM THE MEETING. CARRIED.
3. Agenda Approval
14-019 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations -
Proclamation - Rotary Club of Yelm
Mayor Harding read the Proclamation.
Mayor Harding will deliver the Proclamation to the Rotary Club when he attends
the meeting next week.
5. Public Comment -
Steve Craig, Yelm Business owner would like to submit a petition that he has
collected 32 signatures from other business owners regarding the proposed
location of the new skate park on City owned property adjacent to the Apex
Market. The group would rather see that area used for additional downtown
parking. Mr. Craig stated that the City of Yelm has not solicited any downtown
business owners for their thoughts or concerns on the proposed site. Mayor
Harding stated that there has been an ongoing outreach program for over a year
and information on that proposed site went out to every utility customer including
businesses.
Martha M. Flanagan, Thurston County resident stated she feels that Sergeant Rob
Carlson is harassing her and has used excessive force to detain her. Ms.
Flanagans feeling stems from an incident where Yelm Police was called to
Fairpoint Communications office and Ms. Flanagan was arrested and taken to St.
Peter's Hospital for an evaluation. Ms. Flanagan would like a meeting between
Sergeant Carlson, Chief Stancil and Mayor Harding and given a letter stating the
outcome of the meeting. She will be filing a federal lawsuit against the City of
Yelm and a restraining order against Sergeant Carlson. Mayor Harding encouraged
Ms. Flanagan to file a lawsuit if she truly feels like she was treated badly and
being harassed.

8. New Business -
a. Planning Commission Appointments
Grant Beck reported that at the end of December of 2013, the terms of two
Planning Commission positions expired. The positions were advertised pursuant

to the Yelm City Council's Protocol Manual. The Department received two
applications from two current Planning Commission members, Jennifer Littlefield
and John Graver. Both current members have been valuable members of the
Commission. Councilmember McGowan asked if there were any other positions
open.

OF JENNIFER LITTLEFIELD AND JOHN GRAVER TO FILL EXPIRED
POSITIONS ON THE CITY OF YELM PLANNING COMMISSION. CARRIED.
9. Old Business -
10. Mayor and Council Initiatives
Councilmember Foster attended the Chamber Luncheon last week where Mayor
Harding gave the State of the City. Councilmember Foster also attended Thurston
County Solid Waste Advisory Committee (SWAC) and reported the next emphasis
will be on a Residential Food Waste Program. Councilmember Foster attended the
Nisqually River Council meeting and reported on a wildlife restore and preserve
program being done by Joint Base Lewis McChord (JBLM).
Councilmember Baker attended the Yelm Adult Community Center, reported EJ
Curry is the new Chair, and there are new board members. They will meet 4 times
in March to help get the center back on track. Mayor Harding is happy to see the
new board in place.
Councilmember Isom attended the dedication of the Nisqually Correction
Center, which was well attended.
Councilmember Garmann also attended the Nisqually Correction Center and the
Mayor's State of the City at the Chamber Luncheon.
Mayor Harding attended the Nisqually Correction Center, Chamber Luncheon,
and a breakfast meeting with the Yelm Lions Club. Mayor Harding will be meeting
with the Yelm Rotary Club and the Realtor's Association in the future.
Councilmember JW Foster reminded everyone about the Yelm Dollars for Scholars
this Saturday with the silent auction starting at 4:30pm and the live auction at
6: 45pm.
