STUDY SESSION MINUTES
THURSDAY, JANUARY 26,2006
1. Call to Order. Mayor Harding called the meeting to order at 5:00 p.m.
2. Roll Call. Present: Joe Baker, Bob Isom, Mike McGowan and Pat Fetterly. Don Miller
arrived at 5:30 pm.
3. Agenda Approval

4. Presentations
a. Killion Road Local Improvement District Project Update - Jim Gibson provided
background about the developer/property owner's proposed Local Improvement District
(LID) formation for intersection and corridor improvements. Tom Skillings reported on
the project scope which includes Killion Road from SR 510 (southwesterly) to Tahoma
Terra and from SR510 (north) to the SR51 0 Loop and also running along SR510, from
93rd Ave to Cullens S1. The proposed improvements include widening of existing
roadway, new road construction, curbs, gutters, sidewalks, illumination, signalization at
Killion and Yelm Ave., stormwater drainage, landscaping and city utilities. The
preliminary design has been completed, initial cost estimates prepared and the
preliminary LID boundary identified.
Additional discussion concerning the LID formation public and legal process was led by
Preston Gates Ellis representatives.
5. Mayor and Council Reports and Initiatives - There was some discussion concerning
inspection, repairs and painting of the downtown water tower.
6. New Business
a. 2006 Liaison and Committee Assignments - Suggested assignments were provided for
discussion, some changes were noted and an updated version incorporating changes
will be provided.
b. 2006 Retreat Agenda Planning - Suggestions for additional bus tour stops were
discussed as well as the goal setting process, and ideas for future study sessions.
