04-12-06 Minutes YELM CITY COUNCIL MEETING WEDNESDAY, APRIL 12, 2006 MINUTES Call to Order . Mayor Harding called the meeting to order at 7:30 p.m. 1. Roll Call . Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan and Pat 2. Fetterly Agenda Approval 3. 06-22 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED. CARRIED. Special Presentations – Mayor Harding read the Arbor Month Proclamation 4. recognizing the physical, material and spiritual benefits of trees and announced the Arbor Day Celebration on Friday, April 28, at 11 am in Yelm City Park. Public Hearing(s ) – None scheduled 7. New Business 8. a. Resolution 463 Setting a Public Hearing Date for to consider a Stevens Street Right-of- Way Vacation Request. Tami Merriman reported that a petition, signed by two-thirds of abutting property owners, requesting that the City vacate one block Stevens Street right- of-way located between Longmire Street and Cullens Road. The right-of-way is one block in length and is bound on one end by an existing residential structure and could not be opened. Council was requested to set a public hearing date by resolution to consider the petition. The minimum hearing notice requirement is twenty days. 06-24 MOTION BY BOB ISOM ADOPTING RESOLUTION 463 TO SCHEDULE A PUBLIC HEARING ON MAY 10, 2006, TO RECEIVE COMMENTS ON THE Yelm City Council Minutes Page 1 of 3 clerk/city council/2006/04-12-06 Minutes Approved: 04-26/06 PROPOSED RIGHT-OF-WAY VACATION OF STEVENS STREET. CARRIED. b. Reclaimed Waterline from the Fire Station to Ridgeline Middle School - Stephanie Ray reported that the 2002 Water Comprehensive Plan identified reclaimed water use for irrigation purposes as a high priority tool for potable water conservation. The fifteen day, $62,183.66 contract with Wood and Son Earthwork & Utility Contractors, will provide a connection supplying reclaimed water to Mill Pond and Ridgeline Schools. 06-25 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH WOOD & SON EARTHWORK & UTILITY CONTRACTORS IN THE AMOUNT OF $62,183.66. CARRIED. c. Stevens Street West, Gray and Osborne Contract Addendum – Stephanie Ray reported that to move towards completion of the Stevens Street West Y-4 connecter, staff was requesting an addendum for real estate services, including appraisal and negotiation services. The $29,413 requested would also complete survey work, legal exhibits and records research. 06-26 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN CONTRACT ADDENDUM NO. 3 WITH GRAY AND OSBORNE, INC. FOR THE RIGHT-OF-WAY APPRAISAN ANDACQUISITION SERVICES FOR THE STEVENS STREET WEST PROJECT IN THE AMOUNT OF $29,413.00. Old Business 9. a. Ordinance No. 846, Increasing the Number of Council Positions from five to seven. Staff reported that the ordinance creates two additional council positions, and identifies RCW requirements to be followed in filling the positions. Council discussed the increase and appropriated funding for two additional positions as part of the 2006 City Budget process. Even though the City won’t hit the 5,000 population trigger requiring the change in 2006, this would bring new people on before the next budget process and would allow Yelm representation on additional boards and committees, which is increasing Important to the City. The ordinance has been reviewed by the City Attorney. 06-27 MOTION BY PAT FETTERLY ADOPTING ORDINANCE NO. 846 INCREASING THE NUMBER OF COUNCILMANIC OFFICES FROM FIVE TO SEVEN. CARRIED. Mayor and Council Reports and Initiatives and Board/Commission 10. Business a. Council Reports Councilmember Baker attended the Adult Community Center Grand Opening and commented that there was a great turnout. He also attended a TPB meeting where light rail was discussed. Councilmember Isom attended a TRPC meeting and the Adult Community Center event and reported that the center is looking for expansion funding. Councilmember McGowan attended the SWAC meeting where the committee was evenly split on the scope of future recycling services and a Home Consortium meeting where discussion concerned spending. He indicated that there is support for funding south county needs/projects. Councilmember McGowan stressed the need for having representation on the various committees and the benefits to the community. Mayor’s Report Mayor Harding attended the Adult Community Center event, the Home Show, which was a success with the number of vendors and attendee increasing as well as the quality of displays, and an Emergency Management Board meeting. Executive Session – None scheduled 11. Correspondence reviewed included Public Disclosure deadline information, the 12. Thurston County Assessor’s Residential Value meeting on April 19, and the upcoming AWC Conference.
