1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: J. W. Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey
Wood, Ken Garmann and Russ Hendrickson.

5. Public Comment -
Tom Dewell with the Yelm Rotary Club thanked the Council for the Proclamation
from the previous meeting. Mr. Dewell gave an overview of the many things that
the Rotary Club gives to our local and international communities. The Rotary Club
sponsors many local groups including the Yelm and Rainier School Districts. They
also provide food for kids that cannot afford school lunches, have participated in
the homeless backpack program, help weekly at the food bank and have adopted
families during the holidays and provided the children with food and presents. The
Rotary recently received a grant in the amount of $10,000 to help finish the
Homeless Shelter at the Yelm Community Services facility. Councilmember
McGowan thanked the Mr. Dewell for all the support they give to our community.
Mayor Harding thanked Mr. Dewell for all the work that the Rotary Club does in
the Yelm Community.

8. New Business -
a. Resolution No. 548 Authoring Investment of City of Yelm Monies in the
Local Government Investment Pool (LGIP)
Teresa Mattson explained that the Local Government Investment Pool (LGIP) was
created to allow for short-term investment for local governments that needed an
investment option that allowed for easy liquidation. The City joined the LGIP and
has maintained a balance of approximately $5 million dollars. Recent years have
not produced returns as positive as those in 2005-2007, but have maintained
positive returns. We are currently a member of the LGIP however, due to recent
amendments to WAC's, LGIP administrators are requesting that we reaffirm our
desire to participate and acknowledge receipt of a new Prospectus, which outlines
LGIP's investment strategies and potential risks. Resolution No. 548 accomplishes
this and is recommended for Council adoption. Councilmember Isom and
Councilmember McGowan asked about the interest that is currently earned and
the possibly of moving it to earn more interest. This topic will be discussed at the
Finance Committee meeting on April 21, 2014.

14-025 MOTION BY BOB ISOM APPROVING RESOLUTION 548 AUTHORIZING CITY
OF YELM TO CONTINUE TO PARTICIPATE AND DEPOSIT MONIES IN THE
LOCAL GOVERNMENT INVESTMENT POOL (LGIP). CARRIED.
b. 2014 Yelm Animal Alliance Agreement
Shelly Badger reported the City entered into an arrangement in 2010 with Yelm
Animal Alliance for the fostering and adoption of unclaimed dogs from the Yelm
animal shelter. This arrangement was formalized in a service provider contract in
2012, which has been renewed on an annual basis. Yelm Animal Alliance provides
a valuable service to the community that Mayor Harding and staff support as an
ongoing relationship. With that, continuation of the existing service agreement
for the year 2014 is recommended, however, Section 2, Term, has been revised
to renew annually on January 1St, unless either party chooses to terminate
according to the provisions within. The agreement includes an annual
administrative fee of $500.00 and $50.00 per dog (both fees unchanged from
2013) fostered and/or adopted by the Yelm Animal Alliance. The funding for this
service is included in the 2014 Budget. Councilmember McGowan stated this is a
great program for everyone involved. Mayor Harding stated the free dog licensing
has been a great success. More people license their dogs and when dogs do get
loose, they are united with their owners quicker.
14-026 MOTION BY BOB ISOM TO APPROVE THE 2014 SERVICE PROVIDER
AGREEMENT BETWEEN THE CITY OF YELM AND YELM ANIMAL ALLIANCE
(YAA) FOR DOG FOSTERING AND ADOPTION SERVICES. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster toured the Reclamation Facility in preparation for hiring
a contractor to work on the Capital Facilities Plan.
Councilmember Baker attended the Intercity Transit Board meeting where they
discussed solar lighting at the bus stops. There are 218 active van groups and 50
rideshare vans were ordered.
Councilmember McGowan attended the Thurston County HOME Consortium
meeting where he chaired the meeting due to the absence of the Chair and Vice
Chair. There will be one RFP for the state and federal dollars of 2.4 million for this
funding cycle. The selection committee will change this year to bring new ideas to
the group.
Councilmember Wood attended the TComm 911 Admin Board meeting and
stated the assessment for the Executive Director was completed and will hire an
Assistant Executive Director.
Councilmember Garmann also toured the Reclamation Facility. Councilmember
Garmann also stopped by Cochrane Park and was pleasantly surprised at how
beautiful the park is and how many people were out enjoying the nice sunny
weather this afternoon.

Councilmember Hendrickson attended the Yelm Emergency Operations Board
meeting where they continued to discuss emergency power situations for the fuel
pumps for the School District. The board is still working on the final draft of the
Emergency Management Pocketbook review. Jerry Collell, from Emmanuel
Lutheran Church also attended the meeting to be involved in the emergency
shelter discussion.
Mayor Harding attended the Thurston County Mayor's Forum, which was held in
Yelm at the Public Safety Building.
