988 YMC Base Fee MeterCITY OF YELM ORDINANCE NO. 988 AN ORDINANCE amending YMC, Chapter 13, Section 13.04.250 (A), establishing irrigation and reclaimed base fees and Sections 13.04.120 (D)., irrigation meter charge and Section 13.24.070 reclaimed meter charge establishing monthly billing during the irrigation season. WHEREAS, the City of Yelm adopted Ordinance No. 918 in March 2010 amending the YMC 13.04.250 for monthly water base and consumption rates based on the meter size; and WHEREAS, an internal audit showed that the irrigation meters and reclaimed meters charges were inconsistent with the Yelm Code; and WHEREAS, the City Council reviewed the discrepancy between the Code and the practice: and WHEREAS, an ordinance is required to amend the Yelm Municipal Code, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1: 13.04.250 Water Consumption Rates A. Monthly Base Rate Charges. The monthly base rate charges for all consumers will be: 2010 Rate Table Meter Size Meter Charge 5/8 inch (Typical Residential $20.42 1 inch $51.04 1 'h inch $102.08 2 inch $163.33 3 inch $326.66 4 inch $510.40 6 inch $510.40 5/8 inch Outside City Limits $33.41 Senior .00 Irrigation Meter 20.42 Reclaimed Irrigation Meter 20.42 13.04.120 Service — connection — System development charge and meter charge. D. Irrigation Meters. If a meter is installed separately and solely for the purpose of irrigation, the established water connection fee (ERU) will apply plus the cost of the meter will be paid at the time of application. Monthly base fees will apply when the meter is active and readv for use. reaardless of consumption durina this period. The meter will be read and billed on a monthly basis and charged according to the established water rates as set by the city council. Irrigation meters shall be locked by the city at the end of the irrigation season as determined by the city. Service shall be restored by requesting utility service at the start of the irrigation season. Irrigation meters shall have a double check valve assembly, approved by the city, and approved for installation in Washington State. 13.24.070 Reclaimed Water Service, Hook -Up and Meter Charge. B. To encourage use of reclaimed water in lieu of potable water and to advance the use of reclaimed water throughout the city service area, there is no equivalent residential unit/hook -up fee to the reclaimed water system, except the user shall pay the appropriate meter charge as identified in the city's water ordinance. Monthly base fees will apply when the meter is active and ready for use regardless of consumption during this period The meter will be read and billed on a monthly basis and charged according to the established water rates as set by the city council Irrigation meters shall be locked by the city at the end of the irrigation season as determined by the city. Service shall be restored by requesting utility service at the start of the irrigation season. In every case, title to the reclaimed water meter, meter box and service connection lines shall remain with the city. Section 2: Effective Date. This Ordinance shall take effect five days following publication. Section 3: Ratify and Confirmation Clause. Any action taken pursuant to this ordinance but prior the effective date is hereby ratified and confirmed. This Ordinance shall be in full force and effect 5 days after publication.
