REGULAR MEETING
WEDNESDAY APRIL 26, 2006, 7:30 P.M.
1. Call to Order. Mayor Harding called the meeting to order at 7:30 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom and Mike McGowan. Pat Fetterly
was excused.
3. Agenda Approval

PRESENTED. CARRIED.

7. Public Notice — Yelm City Council Vacancies were announced. Applications are available
on -line at www.ci.yelm.wa.us or at Yelm City Hall. Deadline May 24, 2006 at 5:00 p.m.
8. New Business
a. Bicycle Commuter Month - May 2006. Mayor Harding read and presented a
Proclamation proclaiming May as Bicycle Commuter Month encouraging use of a bicycle
in place of motor vehicles to reduce air pollution, congestion and improve your general
health. Ben Tabor from Intercity Transit accepted the Proclamation and added that
registration forms for the commuter contest are available at some local shops, online at
www.intercitytransit.com , and here at Yelm City Hall. Intercity Transit is looking for
feedback on what is needed and wanted to make riding safer. He is available to talk to
groups. Councilmember McGowan requested a supply for the Timberland Library.
b. Law Enforcement Week. Mayor Harding called upon citizens, patriotic, civic and
educational organizations to observe and pay respect to Law Enforcement Officers both
active and deceased on May 15 as Peace Officers Week and the week of May 14 -20,
2006 as National Police Week by reading and signing the Proclamation recognizing the
essential role they provide in protecting rights and freedoms of citizens while facing the
hazards and sacrifice of their responsibility.

C. Public Works Week — Mayor Harding proclaimed the week of May 21 — 27, 2006 as
Public Works Week commemorating Public Works staff who provide a wide variety of
services in building, operating, maintaining and restoring services vital to the citizens in
their everyday lives.
9. Old Business
Resolution No. 464 Scheduling a Public Hearing to accept public comment on the
formation of a Local Improvement District for Construction and Installment of Street
Improvements to Yelm Ave West, Killion Road and Tahoma Blvd. Jim Gibson, City
Engineer, presented a staff report on the LID formation for road Improvements as part of
the process to fully inform land owners along this property and provide an opportunity to
accept public comment. Information packets have been mailed to all property owners and
an Open House has already taken place.

NO. 464 SCHEDULING A PUBLIC HEARING FOR MAY 242 2006 TO ACCEPT PUBLIC
COMMENT ON A PETITION TO FORM A L.I.D. TO COMPLETE STREET
IMPROVEMENTS TO YELM AVE WEST, KILLION RD AND TAHOMA BLVD.
CARRIED.
10a. Mayor and Council Reports and Initiatives and Board /Commission Business-
Councilmember Miller attended 7:30 a.m. Rail meeting.
Councilmember Baker attended Intercity Transit meeting in the Mayor's place reporting
adoption and annexation of new boundaries to include Rainier, Tenino and Bucoda into
local bus routes including Dial a Lift. Also reported the Yelm Senior Center's successful
fund raising efforts.
Councilmember Isom received Thurston County Public Utility Phase I Graph for Public
View Report, Evaluation of Water Quality in Thurston County. He reported that Steve
Pottle from Thurston County Economic Development Council visited China and could
impact the way Port of Olympia does business.
10 b. Mayor Harding attended Thurston County Economic Development Council meeting where
they discussed overseas contacts. Also attended Chamber Forum and Deschutes Grange
After Hours trying to activate interest in revival of the Grange. He accepted a gift of a tree
for the City of Yelm from the Lacey City Council in honor of Arbor Days and announced
that the City of Yelm returned the favor with a gift of a Copper Beech Tree. Reminder of
the Arbor Day celebration in City Park at 11 a.m., Friday, April 28, 2006.
Grant Beck added that the Mayor attended a 3 hour Thurston Highlands CDD Open
House at the Yelm Middle School. Open House was presented to show the Thurston
Highlands project and process, encouraging attendance and participation with citizens
input on priorities at every opportunity.

Mayor Harding asked for questions from the students in the audience. Being none, the
meeting continued.
