465 Senior Citizen Utility Reduction CITY OF YELM RESOLUTION NO. 465 A RESOLUTION OF THE YELM CITY COUNCIL ESTABLISHING A METHODOLOGY FOR SETTING INCOME LEVELS TO QUALIFY FOR SENIOR CrnZEN UTILITY RATE REDUCTIONS. WHEREAS, "Senior Citizen" is defined in the YMC Title 13, Sections 13.04.020 L. and 13.08.095 B. 4., as a head of household over the age of 65 who is retired; and WHEREAS, YMC Chapter 13.04.300 (Water Ordinance) includes a ready-to-serve charge exemption for qualifying senior citizens; and WHEREAS, YMC Chapter 13.08.095 (Sewer Ordinance) rate tables specify sewer rates for qualifying senior citizens; and WHEREAS, Council has determined that the qualifying income level for reduced senior citizen utility rates should be determined by averaging the following calculators and incorporating index adjustments annually to: 1) the current annual household income level ($35,000 in 2006) as set by the Washington State Legislature for property tax relief; 2) 1250/0 of the current Federal Poverty Level, ($11,963 single/$16,038 couple in 2006); and 3) the Thurston County very low-income figures as established by the U.S. Department of Housing and Urban Development ($23,150 single/$26,450 couple in 2006); NOW THEREFORE, THE CIlY COUNCIL OF THE CIlY OF YELM DOES RESOLVE: Section 1. The current maximum annual income for a single head of household qualifying senior citizen shall be $23.371. (Average of $35,000, $11,963 and $23,150) Section 2. The current maximum annual income for a qualifying senior couple shall be $25.829. (Average of $35,000, $16,038 and $26,450) Section 3. The current maximum annual income for each additional qualifying senior citizen residing in the same household shall be one-half (500/0) of the senior couple amount. Section 4.
