1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: J. W. Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey
Wood, Ken Garmann and Russ Hendrickson.

-2014 Prairie Days Proclamation
Mayor Harding read the proclamation aloud, presented it to a representative of
the Lions Club, and thanked them for all they do for our community and looks
forward to another successful year.

8. New Business -
a. Funding Agreement with Yelm Adult Community Center for May 2014 -
May 2015
Shelly Badger explained that Washington State Constitution allows Cities to
provide funding to non-profit organizations for the necessary support of the poor
and infirm. The City of Yelm has contributed monthly funding to the Yelm Adult
Community Center (Senior Center) to aid in their mission of providing services to
the senior community. The current contribution approved by Council in the 2014
Budget is $500.00 per month. The Funding Agreement for Council consideration
memorializes the city's authority to contribute funding to the Senior Center and
increases the amount to $1,000 per month effective May 2014. The Senior
Center is required to provide services for the necessary support of the poor and
infirm and the continuance of the food service program via a contract with Senior
Services for South Sound. The 2003 document is the agreement between the two
parties, outlining the conditions under which the Senior Center accepted, as a
sub -recipient (the City was the grant award recipient), of a $750,000 Community
Development Block Grant to construct a new senior multipurpose center to
enable and expand critical services. Councilmember McGowan asked how the
monthly amount was reached. Mayor Harding stated the Senior Center relies on
grants to run the day-to-day operations and this year has not been a good year
for grants. The increased monthly amount would greatly assist with those needs.
The agreement is for one year so if an adjustment in the monthly amount is
needed it can be made. This agreement will be used as a template for a future
agreement with Yelm Community Services. Councilmember McGowan asked

Councilmember Baker about the status of the Senior Center and the drivers that
were needed.

10. Mayor and Council Initiatives
Councilmember Foster attended the Nisqually River Council meeting and
attended a very nice Memorial Day Ceremony held at the Yelm Cemetery on
Sunday.
Councilmember Wood attended the Transportation Policy Board meeting.
Councilmember Hendrickson attended Medic One meeting and reported that
studies show Thurston County currently has a 50% survival rate for cardiac arrest
patients. Seattle is at 57% and Rochester, Minnesota is at 58%.
Mayor Harding and Councilmember Foster built a wheelchair ramp for a local
family in need as part of the community service group. Mayor Harding spoke at
the Memorial Day Service in Lacey for Woodlawn and spent most of the day today
at the Senior Center playing pinochle and visiting and encouraged
Councilmembers to visit as well.
