01-11-95 Minutes CITY OF YELM CITY COUNCIL MINUTES, WEDNESDAY, JANUARY 11, 1995, 7:30 PM CITY HALL COUNCIL CHAMBERS Agenda/Motion Numbers 1. Mayor Kathryn Wolf called the meeting to order at 7: 30 pm. All present joined in the flag salute. Council present: Martha Parsons, Velma Curry, Amos Lawton and Bob Gallagher. Don Miller was representing Yelm at CAPCOM and InterCity Transit meetings. Visitors: Roland & Sandy Verrone, Dean Hooper, Mark Carpenter, Sherrill McNaughton and Rodney Orosko, Nisqually Valley News. Staff: Ken Garmann, Glenn Dunnam, and Agnes Colombo. 2 . Agenda additions/deletions. MOTION BY BOB GALLAGHER, SECONDED AMOS LAWTON APPROVING THE AGENDA AS PRINTED. CARRIED. 95-1 3 . Minutes of December 28, 1994. MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY APPROVING MINUTES OF DECEMBER 28, 1994 AS WRITTEN. CARRIED. 95-2 4. Approval of vouchers. MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON APPROVING PAYMENT OF VOUCHERS 17592 THROUGH 17715, TOTALLING $236,934.50. CARRIED. 95-3 5. Public Hearing (ZON8105) - Request to Rezone (Carpenter) property along SR507 from R/A to R-l. Mayor Wolf opened the Public Hearing at 7:34. No objections to participants or conflict of interest was noted. Speakers were invited to address comments to Council. Mark Carpenter, proponent, addressed Council and identified the area on the Yelm Future Land Use Map. Sherrill McNaughton - neighboring property owner, questioned how the rezone would affect her property values? How many homes would be built on the property? and requested that a buffer be built between the two properties. The McNaughton property has a wetland located on it and she questioned if an Environmental Impact Statement had been done on the Carpenter property. Mark Carpenter replied that due to the size of the annexation, an EIS had not been required. Mayor Wolf added that even though a zoning designation permits a specific number of housing units, an evaluation of the properties physical characteristics would be taken into consideration in determining the number of unites permitted. And that evaluation continues to take place during the platting process. CITY COUNCIL JANUARY 11, 1995 PAGE 1 Ms. McNaughton was assured that her letter is part of the project's public hearing record. Mayor Wolf read the staff report and Planning Commission recommendation of approval of this rezone request as the request is consistent with adjacent land uses and consistent with adjacent land uses and the zoning designation in the draft Yelm Comprehensive Plan. 95-4 Being no additional comment, Mayor Wolf closed the public hearing at 7:42 pm. MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON ADOPTING ORDINANCE NO. 544 (ZON8105) APPROVING THE REZONE OF CARPENTER PROPERTY FROM RIA TO R-1. CARRIED. Mr. Carpenter agreed to get in touch with Ms. McNaughton to discuss their properties. 6. Vacant 7 . Roland Verrone requested information on what Mr. Carpenter was planning to do on Burnett Road. Mr. Verrone expressed an interest in water, sewer and other utility services to his property located on Burnett Road but outside current city limits. Ken Garmann, public works director, responded that company providing gas/cable etc. would have to be contacted directly and that a water and sewer extension is planned for the development on Burnett Road. Water service is permitted outside the city limits but sewer service is not. Councilmember Gallagher added that in these situations a fee is charged to new users, through a II Late Comer's Agreement, II to help recover the costs incurred in extending utility lines. 8 . New Business: 95-5 a. Ordinance No. 541 - amending 1994 Budget Ord. No. 486 MOTION BY BOB GALLAGHER, SECONDED BY MARTHA PARSONS ADOPTING ORDINANCE NO. 541, AMENDING THE 1994 BUDGETIORD 486, BY INCREASING THE AMOUNT OF AN INTERFUND TRANSFER BY $450.00. CARRIED. 95-6 b. Ordinance No. 542 - amending Ord. No. 359 MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY ADOPTING ORDINANCE NO. 542 INCREASING YELM'S MILEAGE REIMBURSEMENT FROM .24 TO .29 CENTS PER MILE. CARRIED. 95-7 c. Resolution No. 323 MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON APPROVING RESOLUTION NO. 323 SUPPORTING THE GOALS AND OBJECTIVES OF THE RUNAWAY ALLIANCE. CARRIED. CITY COUNCIL JANUARY 11, 1995 PAGE 2 95-8 d. Heart Month Proclamation MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY SUPPORTING A PROCLAMATION NAMING FEBRUARY AS HEART MONTH. CARRIED. 9 . Old Business: a. Ordinance No. 543 MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON ADOPTING ORDINANCE NO. 543 (ANX8061/8082) APPROVING THE BROWN/LOUTZENHISER ANNEXATION. CARRIED. VELMA CURRY ABSTAINED. 95-9 10. Reports: a. Planning - Councilmember Parsons reported that the last meeting had been a summary of upcoming activity. Mayor Wolf announced that the search for a planner had begun. b. Park - Councilmember Curry reported that discussion at the last meeting had been about Christmas in the Park and a possible property purchase. c. Police - Chief Dunnam reported that cement had been poured for the skateboard park and includes several "thinking rocks. II Olympia and Lacey have groups looking into the possibility of skateboard parks in their areas. Officer Todd Stancil is attending the academy. 95-10 d. Public Works - Ken Garmann reported that the paperwork had been completed for the flat bed truck purchase. MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON THAT THE STATE CONTRACT FOR PURCHASE OF A FLAT BED TRUCK BE ACCEPTED. CARRIED. e. Mayor - Mayor Wolf reported on a meeting to develop a procedure for interlocal agreements; a letter from Thurston Regional Planning Council approving Yelm's Comprehensive Transportation Plan as conforming with the regional and county plans; announced the Board of County Commissioners and Yelm joint public hearing on the Comprehensive Plan scheduled for Monday, January 30, 1995, 6:00 pm, at the new fire station; and read Viacom's letter concerning the Satellite Value Package increase from $12.12 to $13.93 per month on bills after 2/15/95. Current Fund Summary - Councilmember Gallagher asked for input on the kind of financial reports Council would like to see. Response was for monthly reporting similar to the report given. 11.
