Visitors: Kristina Lord, Nisqually Valley News and Richard & Evaline Reeder. Staff: Shelly Badger, Brian Asmus and Agnes Colombo. Agenda additions/deletions. MOTION BY AMOS LAWTON, SECONDED BY BOB GALLAGHER APPROVING THE AGENDA WITH THE ADDITION OF A PARK USE REQUEST AS 10,G,2. CARRIED. Minutes of May 10, 1995. MOTION BY DON MILLER, SECONDED BY MARTHA PARSONS APPROVING MINUTES OF MAY 10, 1995 AS PRINTED. CARRIED. Approval of Payroll MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY APPROVING PAYMENT OF MAY '95 PAYROLL. CARRIED. 5. Approval of Vouchers. Discrepancy between totals on the agenda was noted. MOTION BY BOB GALLAGHER, SECONDED BY MARTHA PARSONS APPROVING PAYMENT OF VOUCHERS #18197-18211 TOTALLING $32,176.37. CARRIED. N/A Public Comment/Questions: Mr. and Mrs. Reeder requested information concerning the work session to be held on the Development Regulations. Two letters have been sent to the city. Receipt of letters (5/12/95 and 5/22/95) was noted. 6. 7 . 8. New Business: a. Development Regulation Work Session: Shelly Badger explained that Planning Commission action on proposed Yelm Development Regulations is expected at the 6/5 or 6/19 meeting. Council's public hearing will be scheduled for 6/27 with action planned for the 7/12 meeting. A work session was scheduled for Tuesday, June 13, 4:00 - 7:00 pm. 9. Old Business: a. Animal Control Report - Additional time was requested as the individual to be contacted is out of town. b. civil Service Rules - No questions or comments to be addressed to the Civil Service Commission. A recommendation is anticipated for the next meeting. c. Executive Session - Mayor Wolf closed the regular meeting and Council went into executive session at 7:43 for approximately 15 minutes to discuss possible litigation. PAGE 1 Mayor Wolf reopened the regular meeting at 7:54 pm. 10. Reports a. Planning - The Prairie Lumber project was tabled due to lack of a quorum. b. Library Kristin Blalack gave details of Michael McGowen's story time program. c. Council Liaison 1) City Hall/Court Daisy Lawton is recovering from Monday's surgery. She is expected back at work next week. 2) Public Works - Shelly Badger gave the report: 1) Ken Garmann and Jon Yanasak are in Chicago learning about filters and scrubbers. 2) Ken Garmann and Jerry Prock have followed up on the pedestrian issue at Gordon's and are working towards resolving the problem. Parking has been restricted on 4th Street. 3) An ISTEA grant application to realign the Mosman W intersection has been submitted. Councilmember Miller pointed out that Mosman E. is in need of repairs. 4) Chip sealing has been scheduled for June. 3) Police Report - Chief Dunnam is in Vancouver attending the WASPC Conference. d) Financial - none e) Mayor - Mayor Wolf reported on the TRPC scope of work recommendation. Transportation planning and the Profile will continue to be key projects. Harold Robertson and Mark Foutch will probably address Council in the future. Mayor Wolf thanked Bob Gallagher for attending the Transportation Policy Board Meetings and Shelly Badger and Ken Garmann for attending TAC meetings. Councilmember Miller added that IT is working on expanding its transportation plans to 2015. f) Councilmembers Curry and Miller had an opportunity to speak with Representative Randy Tate while he was in Yelm. Councilmernbers Lawton and Miller attended the Community Youth Services Award Presentation where Chief Dunnam received an award. g) Park Use Requests 95-96 MOTION BY VELMA CURRY, SECONDED BY MARTHA PARSONS APPROVING THE 6/7/95 SPSCC PICNIC AND THE 6/10/95 MUNDELL GRADUATION PICNIC REQUESTS. CARRIED. 11. Correspondence reviewed including the Viacom rate changes. 12.
