Foster, Joe Baker, Mike McGowan, Ken Garmann and Russ Hendrickson. 14-065 MOTION BY JOE BAKER EXCUSING TRACEY WOOD FROM THE MEETING. CARRIED. 3. Agenda Approval 14-066 MOTION BY JW FOSTER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -none scheduled 5. Public Comment - no comments 6. Consent Agenda Minutes - Regular Meeting June 24, 2014 & Study Session June 25, 2014 Payables - Checks #62754 - #62847 Totaling $882,896.10 14-067 MOTION BY RUSS HENDRICKSON APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing -none scheduled 8. New Business - a. Resolution No. 551-2014 Thurston County Hazardous Waste Management Plan Shelly Badger stated Council heard from Gerald Tousley, Hazardous Waste Specialist III, Thurston County (TC) Public Health and Social Services, Environmental Health Department at the May 28, 2014 Study Session. Communities including its citizens and businesses generated hazardous waste. Under Washington State law, pursuant to RCW 70.105.220, all counties and cities must develop a plan for the management of this waste. Each community is required to maintain a plan for waste management; state law allows communities to develop plans jointly. The City of Yelm is a participating member of the Solid Waste Advisory Board (SWAC) and provided valuable input on oversight and policy issues affecting solid waste matters for our region. Some of the core services the Plan provides are household hazardous waste collection, household and public education, business technical and collection assistance and recycling outreach. The City of Yelm will enter into a joint plan with Thurston County, Bucoda, Lacey, Olympia, Rainier, Tenino and Tumwater. Copies of the Plan were made available throughout Thurston County and are available in its entirety at http://www.co.thurston.was.us/health/ehhw/hwplan/index.htm1. Public comment period was September 6, 2013 to September 20, 2013. The final step is for each municipality to adopt the Plan and once adopted, it will be presented to the Thurston County Board of Commissioners for their adoption. The Department of Ecology receives the final plans after all participants have approved the plan. Councilmember Garmann asked if there was a cost involved with adopting the Plan. Ms. Badger stated there is no cost to the City of Yelm to adopt the Plan. Page 1 of 2 14-068 MOTION BY MIKE MCGOWAN ADOPTING RESOLUTION NO. 551 THURSTON COUNTY 2014 HAZARDOUS WASTE MANAGEMENT PLAN TO MAINTAIN A PLAN FOR MANAGEMENT OF COMMUNITY GENERATED SOLID AND HARZARDOUS WASTE FOR THE CITY OF YELM. CARRIED. 9. Old Business - none scheduled 10. Mayor and Council Initiatives Councilmember Foster stated the upcoming Thurston County Solid Waste Advisory Committee (SWAC) is this Thursday and he is unable to attend. If anyone is interested in attending, the meeting will be held at the Waste and Recovery Center in Lacey and a tour will given of the facility. Meet at the Park and Ride at the Waste and Recovery Center at 11:30 and a shuttle will pick you up and take you to the facility. Councilmember Baker attended the Yelm Adult Community Center meeting and reported that the recent yard sale raised a couple of thousand dollars for the center and the membership has increased by 25%. Councilmember Baker also attended the Intercity Transit Board meeting and reported there was discussion on the expansion of the Intercity Transit Center on Martin Way in Lacey. Mayor Pro -Tem Isom stated the Transportation Policy Board (TRPC) meeting has been postponed until next week Friday in Bucoda. Mayor Pro -Tem Isom is unable to attend and invited Council to attend. The meeting starts at 10 am in Bucoda. There will be a tour of Bucoda after the meeting. 11. Executive Session - none scheduled 12. Councilmember Baker stated a McKenna business owner had asked him about the concrete garbage cans at the old public works location. The concrete there is going to be ground down and reused for the proposed Community Center. Councilmember Baker will discuss this issue with Shelly Badger. 13.
