462 Personnel Policies CITY OF YELM RESOLUTION NO 462 PERSONNEL POLICIES REVISION 2006.01 A Resolution of the City Council of the City of Yelm, Washington approving amendments to the City of Yelm Personnel Policies. WHEREAS, the Yelm City Council first adopted Personnel Policies in 1992 and periodic revisions have been made as necessary; and WHEREAS, the Yelm City Council finds it to be in the best interests of the City and City employees to set forth in writing the policies of the City with respect to employment; and WHEREAS, the following changes were adopted as part of the 2006 City of Yelm Budget in Ordinance No. 840, and are being incorporated into the City of Yelm Personnel Policies: Section Paae Chanaes ADDroved in Resolution 462 6.02.030 22 Increase monthly cash in lieu of medical insurance payment from $100.00 to $150.00. Reference 2006 Budget Ord. 840, Appendix III 7.02.010 24 Vacation time increases in years 10-19, addition of vacation time classification for twenty years or more and change structure from days to hours. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON: Section 1. The attached City of Yelm Personnel Policies, Revision 2006.01 are hereby adopted and shall be in force immediately and until amended or changed by action of the Yelm City Council. Section 2. Copies of the attached policies shall be distributed to all current and future employees of the City of Yelm. APPROVED this 25th day of January 2006. Attest: \'. Upon request of an employee, and with City Council approval, an amount of $15.0..00 per month may be awarded to full-time employees in lieu of medical insurance. (Resolution 313, 7/94) Part-time employees working more than half time, but less than full-time shall be eligible to receive one half of the stipend amount. (Resolution 348, 7/96) This option may be made available only as long as the participation requirements of the insurance provider are met. If no openings exist, part-time employees shall be required to enroll in the City sponsored medical plan . Temporary employees are not eligible for benefits. A. As vacancies to receive cash in lieu of medical insurance benefits occur they will be announced. Employees will at that time be given an opportunity to apply to fill vacancies based on seniority and other factors as determined by the City Administrator and Mayor. Reinstatement of medical insurance at any time other than during open enrollment (January 1) will result in the employee being responsible for payment of both the employee's and employer's costs from the reinstatement date to the last open enrollment period. NOTE: Eligible part-time employees receive pro-rata benefits based on the number of hours worked each week (i.e., 20 hours per week receives 500/0 benefit) and are responsible for payment of the difference between the city paid pro-rata share and the actual cost of insurance benefits. (Ordinance 470, 6/93) Temporary employees are not eligible for insurance benefits. B. Upon the date of hire, the employee becomes eligible for insurance benefits for themselves. Upon successful completion of the initial mandatory probationary period, and classification change to regular employee, medical, dental, vision and employee assistance program insurance benefits are extended to employee's spouse and eligible dependents as determined by the insurance company. The only exception from this practice would be for negotiated approved labor or employee contracts.
