04/09/03 Minutes YELM CITY COUNCIL MINUTES REGULAR MEETING APRIL 9, 2003 1. Call to Order: Mayor Rivas called the meeting to order at 7:30 p.m. 2. Roll Call: Present: - Don Miller, John Thompson, Bob Isom and Ron Harding. Excused: Pat Fetterly 3. Agenda Approval 03-31 MOTION BY BOB 150M, SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - None 5. Public Comment - Karen Valenzuela, Tumwater City Council, Rhodetta Steward, Intercity Transit, and Debbie Tremel, Briggs Community Branch YMCA, provided information about YMCA programming being provided in the Yelm area. Scholarships in excess of a half million dollars were provided for YMCA programs last year and are available to participants in all age groups. The Strong Kids Campaign exceeded the $225,000 goal. In other news, a presentation to the Yelm Chamber of Commerce resulted in a partnership with Yelm Community Schools for an AmeriCorps grant. 6. Consent Agenda a. Council Minutes: March 26, 2003 b. Public Hearings: None 8. New Business a. Arbor Month Proclamation - Tami Merriman announced that Yelm's Arbor Day Celebration is planned for April 25 and will be held at the Yelm Public Works Facility. Planned activities include a tree planting and entertainment. Mayor Rivas read the Arbor Month Proclamation. 9. Mayor and Council Reports/Initiatives Councilmember Miller, no report. Councilmember Thompson attended an EDC meeting where 2002 stats were reviewed. Yelm is still the fastest growing Thurston County city percentage wise. He also attended a SWAC meeting. Councilmember Isom attended a TRPC meeting where discussion concerned the transportation plan. He thanked Grant Beck for representing him at the Home Consortium meeting and requested a report on meeting activity. Grant Beck reported that the meeting included review of the mission statement and goals. The consortium would like to decrease homelessness by 500/0 over the next five years. Councilmember Harding attended an IT meeting where discussion concerned an option to purchase new fixed route vehicles and a deferred compensation plan for IT employees. Discussion at the TRPC meeting concerned traffic management cameras on 1-5. He also attended an Emergency Management Seminar and the Yelm Chamber of Commerce meeting. Mayor Rivas attended the Yelm Chamber of Commerce meeting and announced that the Chamber nominee, Yelm High School student Rebecca Cook, was selected as 2003 Thurston County Youth of the Year. Councilmember Fetterly was selected to attend the Community Youth Services award presentation at St. Martin's College on April 23. Mayor Rivas announced a Town Meeting with Representative Tom Campbell at 1 p.m. on Saturday, April 12, and a Support the Troops rally at 1 :00 at the state capitol. He shared information concerning an email from Tom Skillings, reporting that of the four pilot water reclamation projects, Yelm is the only one that consistently meets class A water standards. Mayor Rivas acknowledged the efforts of Jon Yanasak, Yelm WWTP/Reuse Manager, in meeting these standards. An American Cancer Society walk event pledge sheet is available for anyone interested in walking/pledging. a. Correspondence was provided.
