YELM CITY COUNCIL
STUDY SESSION MINUTES
THURSDAY, APRIL 24,2003
6:00 P.M., PUBLIC WORKS FACILITY

Mayor Rivas called the meeting to order at 6:00 p.m.

Roll Call
Council Present: Don Miller, John Thompson, Bob Isom and Ron Harding.
Excused: Pat Fetterly
Staff Present: Shelly Badger, Grant Beck, Tim Peterson and Agnes Bennick.

The agenda was approved as presented.

Mayor/Council Initiatives Introduced/Discussed
a.
Mayor Rivas reported that Councilmember Fetterly is scheduled for surgery
in May 5th and would probably not attend meetings in May and possibly
June. He requested that a collection for a card and flowers from staff and
elected officials be organized.
b.
Councilmember Harding reported that an IT issue concerning a disabled
resident living outside of the % mile dial-a-lift call area had been checked by
IT representatives and that a satisfactory resolution had been suggested.

New Business
a.
Goals - Council was provided with a copy of each goal developed at the
January City Council Retreat and a schedule identifying: major tasks,
responsible person, impact on existing work program, potential impacts to
the existing work program, estimated earliest start date, estimated cost and
time needed to accomplish each task supporting the goals. It was noted that
council had not assigned a priority ranking to the identified goals.
Goal: Water Rights - discussion concerned the critical need to move
aggressively in acquiring/protecting water rights. It was noted that significant
financial costs are involved and that the costs of not pursuing the goal may
be equally expensive.
Goal: Yelm-Roy Prairie Line Development - discussion areas included the
possibility of a consortium to improve funding possibilities, ways of
demonstrating the value of the service outside the immediate Yelm area,
and working through TRPC to join with other regional transportation groups.
It was noted that approved funding may not be used for certain intersection
improvements.

Goal: Community Outreach program - discussion concerned various ways to
accomplish interaction between the city and citizens. Possible alternatives
include surveys, placing welcome signs at city entrances, a city services
brochure, and increased police visibility. Police programs being developed
include a Citizens' Academy, block watch program and a face to face visit
with businesses. The various types and costs of surveys were considered
along with respondent characteristics. Other possibilities included increasing
visibility at the Prairie Days' Parade, conducting a weekly evening forum to
allowing the public to meet with a council member, interaction with senior
citizens, city council publications, or a elected/staff team manning a booth at
various locations throughout the city.
Goal: Economic Development - it was noted that industrial park lacks
infrastructure at the present time and that this goal and the Yelm-Roy Prairie
Line goal and interdependent.
Goals: Short-term Traffic Control and 510/507 Loop. Discussion concerned
changes being considered by the school to lessen middle and high school
impacts at peak times, the Stevens S1. connection, planned changes at the
Extension School site, ways to increase visibility at pedestrian crossings,
and the need to continue to pursue federal/state funding.
Goals: Sidewalks and Lighting - it was suggested that additional lighting be
installed at Cochrane Park and at the trailhead. Improvements to the paved
path between Cullens St. and the high school are needed, and a lighting
/sidewalk inventories would help prioritize problem areas.
Goal: Sign Code Update - plans are in motion to review and recommend
changes. It was noted that additional code enforcement time is necessary to
improve inequities.
