Special Presentations In response to Yelm Community Schools plans to focus on reading for the entire school year Mayor Rivas read the Year of Everybody Reads proclamation. Public Comment - Janet Harding thanked elected officials for their support and requested photos with them and the police chief. She will be representing Yelm as Miss Washington American Teen. Potable Water Automated Meter Reading System, $150,905.81 Contract. Stephanie Conners reviewed some of the benefits of an automated meter reading system including removal of posting errors, reducing time spent in the field on initial readings and reread requests and a significant reduction in the monthly 28 hours administrative staff spends posting readings to individual utility account files. Three bids ranging from $150,905.81 to $192,716.77 were received. The low responsive bid was submitted by JNR Excavation from Olympia. Bids have been reviewed for compliancy and staff recommended awarding the bid to the low bidder. MOTION BY BOB ISOM, SECONDED BY RON HARDING AUTHORIZING THE AWARD OF THE CITY'S TOUCH READ POTABLE WATER AUTOMATIC METER READING SYSTEM TO JNR EXCAVATION AND AUTHORIZING MAYOR RIVAS TO SIGN THE PROJECT CONTRACT IN THE AMOUNT OF $150,905.81. CARRIED. Resolution 437,2004-2009 Six Year Transportation Improvement Program (STIP). Stephanie Conners reported that this in an annual prioritizing of the City's transportation projects. Although the program mirrors last years listing, projects within the same corridor were grouped together this year to better reflect the concept of completing contiguous sections of roadway. Discussion concerned the Y - 2/Y - 3 corridors, costs differentials between chip-sealing and replacing surfaces, funding issues, difficulty in obtaining matching funds for Y elm Ave. West improvements, the importance of coordinating funding sources, and traffic impacts when Longmire Community Park comes on line. MOTION BY BOB ISOM, SECONDED BY RON HARDING APPROVING RESOLUTION 432 THE 2004-2009 SIX YEAR TRANSPORTATION IMPROVEMENT PLAN. CARRIED. Resolution 438, Hazard Mitigation Initiative. Todd Stancil explained that this is a multi-jurisdictional effort to meet hazard mitigation planning requirements under of federal Disaster Mitigation Act of 2000. Funding sources include grants from FEMA, the Washington State Military Department and local funds. To be eligible for hazard mitigation grant funding, participating entities must individually adopt the plan by the end of2004. Yelm's needs as identified in the plan include structural and non structural retrofitting of publicly owned critical facilities and replacing the Yelm Police Station with a seismically safe structure Yelm City Council Minutes ab/city council/2003/08-13-03 Page 2 of 4 03-72 MOTION BY PAT FETTERLY, SECONDED BY JOHN THOMPSON APPROVING RESOLUTION NO. 438 ADOPTING THE NATURAL HAZARDS MITIGATION PLAN FOR THE THURSTON COUNTY REGION. CARRIED. 9. Old Business a. Welcome to Yelm Entrance Sign $500 Expenditure Authorization. Shelly Badger indicated that approval of funding would allow staff to make initial contact for the design phase, as per August 5, 2003 City Council Study Session discussion. MOTION BY DON MILLER, SECONDED BY BOB ISOM APPROVING A $500 EXPENDITURE FOR THE DESIGN PHASE OF A WELCOME TO YELM ENTRANCE SIGN. CARRIED. 03-73 10. Mayor and Council Reports and Initiatives and Board/Commission Business: Councilmember Miller attended the Yelm Fire District meeting where the Medic Unit was the discussed. He requested that Fire Chief Rita Hutchenson update council on past and current events. Chief Hutchenson provided background from the time the unit was moved to the management of the Rochester/Grand Mound Fire District to the present decision to have the Medic Unit managed by the Lacey Fire District. Council expressed concern about treatment of Medic Unit staff and vague contract language that might be interpreted to permit the unit to be physically housed in Lacey. This would increase Yelm area response time to over 20 minutes. Council supported having the unit physically located at the Yelm Fire Department. Additional discussion concerned local tax monies that were approved by the voters for Medic services. Council consensus supported individual calls from council members to all Thurston County Commissioners in addition to a letter sent to the Board of Commissioners by Mayor Rivas. Councilmember Thompson attended SW AC and EDC meetings. Councilmember Isom attended a TRPC meeting and volunteered Councilmember Harding for a committee. Councilmember Harding attended a (TRPC) Transportation Policy Board meeting. Councilmember Fetterly will attend the Nisqually River Council meeting on Friday. Executive Session - Mayor Rivas announced that council would go to Executive Session for approximately ten minutes to discuss potential litigation at 8:37 p.m. The regular meeting resumed at 8:46 p.m. 12. Correspondence reviewed included CAPe OM Board meeting minutes and an opportunity to meet the Thurston Regional Library Director Candidate Jodi Reng. 13.
