Mayor Rivas called the meeting to order at 7:30 p.m. Roll Call. Present: Don Miller, John Thompson, Bob Isom, Ron Harding and Pat Fetterly Agenda Approval MOTION BY PAT FETTERLY, SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS PRESENTED. CARRIED. Special Presentations - None Scheduled Public Comment - There was no response to the call for comments. Consent Agenda Council Minutes: August 27 Regular Meeting and August 28 Study Session. Payables: Checks 20834 - 20956, totaling $1,773,578.41 Manual Checks 20834 - 20870, totaling $10,669.41 Claims Checks 20871 - 20956, totaling $1,762,908.56 Payroll: August 2003 Final Payroll Checks 7265 - 7362, totaling $171,246.57. Park Use Requests - Four park use requests were approved including Terrier Dog Show, PRSA Car Show, Keystone Masonry Picnic and Christmas in the Park. 03-79 MOTION BY JOHN THOMPSON, SECONDED BY DON MILLER APPROVING CONSENT AGENDA ITEMS AS PRESENTED. Old Business Ordinance No. 787 creating budget appropriations to meet (refinanced Sewer Revenue Bond) State Revolving Loan payment and reserve requirements. Agnes Bennick reported that this is a housekeeping item approving a revenue appropriation for receipt of State Revolving Loan Yelm City Council Minutes ab/city council/2003/09-1 0-03 Page 1 of2 03-80 funds to refinance the 1994 Sewer Revenue Bonds and expenditure appropriations associated with loan principal and interest payments and reserve requirements. MOTION BY BOB ISOM, SECONDED BY JOHN THOMPSON ADOPTING BUDGET AMENEDMENT ORDINANCE 787, APPROPRIATIONS ASSOCIATED WITH THE 1994 SEWER BOND REFINANCE. CARRIED. 10. Mayor and Council Reports and Initiatives and Board/Commission Business Councilmember Miller attended the Yelm Chamber meeting where discussion concerned support of a drug court. Councilmember Thompson attended a Solid Waste Advisory Committee meeting concerning rate issues. Councilmember Harding attended an IT meeting where they dealt mostly with housekeeping items but also discussed a program allowing surplus vehicles to be transferred to non-profit agencies. Mayor Rivas provided information about the upcoming A WC Regional meeting; the trail completion celebration bike ride planned for Saturday, September 20 at 4 p.m. and announced the Patriot Day (9/11/01) Observance and Memorial Tree Planting to be held at 9 a.m. on Thursday, September 11 at the Yelm Fire Station. 11.
